Required hardware includes two Hanwha explosion-proof cameras with 32x optical zoom, POE, and PTZ capabilities; a 1U Hanwha Wisenet Wave server with 16 TB storage and four pro licenses; four additional wave camera licenses; two Pelco all-weather cameras with 30x optical zoom, POE, and PTZ; four Pelco explosion-proof cameras with 30x optical zoom, POE, and PTZ; six Pelco 60W POE injectors; two Hanwha 60W POE injectors; and one 24-port, 400W Ubiquiti POE switch. The vendor must provide eight hours of onsite installation and commissioning support, including comprehensive training on hardware, software, licensing, and troubleshooting. The vendor must be located within 20 miles of the facility with one-hour telephone support and four-hour onsite support response capabilities. Delivery and all services must be completed within six months of purchase, with the vendor quoting all associated labor and travel costs.

Statement of Work – CRCC SMiRF Video System Upgrade

1. INTRODUCTION:

This purchase request is for a partial update to the video system for the Small-scale Multipurpose Research Facility (SMiRF), building 402, in the Creek Road Cryogenic Complex (CRCC) at NASA Glenn Research Center, Cleveland, OH.

2. BACKGROUND:

The video system at CRCC plays a very important role in the testing and safety functions of buildings 401, 402, and 403. During the buildup and testing phases, the areas in and around the test cell become hazardous zones because of the nature of the highly combustible, potentially explosive, and supercold nature of the gases handled. The video system looks for aberrant events in the test cell that could aƯect facility or personnel safety or the quality of the test. Because of the unique and hazardous nature of testing in CRCC, some of the video equipment must be rated for potentially explosive environments, meaning it should survive a calamitous event and it cannot be a potential cause of one. The camera system is used to monitor the test site to be sure NASA personnel are not occupying prohibited hazardous areas. During the testing phase, if operations require personnel to access the excluded areas, video systems are used to monitor their wellbeing while working so in the event of a threat to health or safety, there can be an immediate response. The video system also serves as a vital tool in assessing commodity trailer traƯic and shipping in CRCC. When a liquid or gas commodity is used for testing, it typically is shipped down to the facility in large, specialized trailers. Certain fuels or materials have specified locations and spaces are tight around the complex. Having video access allows for managers to have awareness over the whole facility to ensure there are no collision risks and that all freight and shipped fuels or other materials are safed and in their proper trailer stations.

The current video system is more than ten years old, based on out-of-date technology, an IT security risk, was improperly specified for the facility needs, and prone to failures. Because it is out of date, trying to add modern equipment to replace failing components is diƯicult or outright impossible and the availability of spares is growing rarer.

Because the software and video server run on an older Windows OS, center IT management deems this a risk and expects that the server computer be updated. Without replacing the video management software, this will be an impossibility. The existing video management software has a unwieldy and complicated design making unfamiliar users unable to operate it or, likelier still, easy to break it. Most critically, the video system hardware has been experiencing outages that have been occurring more frequently causing unacceptable loss of function and introducing risk.

3. Characteristics, Scope, and Specs

The vendor shall provide the following scope of work:

The vendor shall be an authorized reseller and integrator for Pelco and Hanwha video management systems, hardware, and software.

The vendor shall provide onsite installation and commissioning support equivalent to eight hours.

The vendor shall have demonstrated success installing video management systems for the selected brands and have done so in complex, hazardous, and harsh environments akin to the SMiRF facility

The vendor shall include within the commissioning support, training on the video management system, including camera hardware, video server, video management software, licensing, use cases, and troubleshooting.

The vendor shall be within a 20 mile radius; able to provide telephone support within one hour and onsite support within four hours.

Hardware and software:

Two Hanwha brand, explosion-proof cameras, with 32x optical zoom, POE, PTZ and wall mounting hardware.

A 1U server running Hanwha’s Wisenet Wave with 16 TB storage and four pro license Additional four wave camera licenses Two Pelco all-weather camera’s with 30x optical zoom, POE, PTZ and wall and pole mounting hardware Four Pelco explosion proof cameras with 30x optical zoom, POE, PTZ, and wall mounting hardware.

Six Pelco 60W POE injectors Two Hanwha 60W POE injectors One 24 port, 400W, Ubiquiti POE switch

A. The vendor shall quote all labor and travel associated with this requirement.
