☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for supply or service to be procured. The total estimated cost of this effort is Dollar Amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Glenn Research Center requires the purchase of a second Scanivalve SPC4050 calibration system for use with a scanned pressure system planned to be installed. This purchase is part of a project to identify potential replacements for our current pressure systems. After extensive research and evaluation of the available options in the marketplace, Scanivalve Inc. was identified as one of two potential manufacturers to replace our scanned pressure modules. Scanivalve was selected because their specifications fit our requirements for accuracy, reliability, and durability, as well as stability across temperature. The Instrumentation Office has conducted a technical evaluation and determined that this system uniquely satisfies the project’s performance and compatibility requirements. No other commercially available products meet the necessary specifications required for the application. The Scanivalve Corporation model was selected because it met the pressure measurement accuracy and useability requirements. Scanivalve is the only responsible manufacturer/brand capable of providing the system. Procuring this equipment from the Scanivalve brand ensures technical compliance and continuity with existing instrumentation in the current testing environment.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Due to the lack of availability of scanners on the market that can meet the specific pressure requirements, it is not possible to select another manufacturer/vendor. If Scanivalve is not selected, NASA Glenn Research Center would be unable to procure a system that meets the established technical requirements for this portion of the project. The absence of an equivalent product from other vendors would result in a critical capability gap. This would likely cause significant project delays as alternative solutions are explored or requirements are redefined. Additionally, attempting to integrate a non-compliant system could introduce performance risks and compromise data integrity. Ultimately, failure to procure from Scanivalve or an associated reseller would jeopardize successful project execution and mission objectives
