About this file
This document is a Recommendation and Determination to Solicit from One Source form from NASA's Shared Services Center, recommending a sole source procurement from Oxford Instruments America, Inc. for maintenance and support of two NASA-owned Oxford Instruments process systems. The justification highlights the unique technical requirements, including the need for proprietary parts, schematics, hardware, and software specific to the Goddard-owned equipment. NASA argues that alternative vendors cannot provide adequate maintenance due to the specialized nature of the systems, and using unauthorized personnel could potentially cause damage, resulting in additional costs and schedule delays. The procurement is planned through February 1, 2026, with the manufacturer service deemed the only reliable option for maintaining these specialized scientific instruments.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME

Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Oxford Instruments America, Inc. only for maintenance and support for two NASA-owned Oxford Instruments process systems. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is through 2/1/2026.

Brand Name Justification:
1. What are the reasons for soliciting only the suggested source/suggested brand name?
Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The vendor providing the parts necessary to work on the specific systems must have availability of parts specific to the Goddard-owned equipment, access to proprietary schematics, hardware and software, as well as timeliness of the maintenance schedule. It is common practice in the semiconductor industry that one manufacturer does not provide spare parts on equipment built by a competitor. A contractor other than the original manufacturer is not viable particularly because these systems contain proprietary software and hardware designed specifically for the equipment, and other vendors do not have access to the technical specifications to be able to provide adequate and reliable parts and maintenance.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
The impact is that work performed on the equipment by unauthorized personnel could cause damage which results in additional costs and schedule delays to the government.
ADDITIONAL COMMENTS:
The manufacturer service is the only reliable service available for the systems.
