About this file

This is a Sole Source Justification document from NASA Shared Services Center recommending negotiation with Freefly Systems, Inc. for the procurement of Alta-X UAS System and Components, with delivery expected 30-45 days after award.

The justification states that Freefly Systems' Alta-X multi-rotor vehicle meets NASA's technical requirements, and NASA has existing operational experience and expertise with the system. Key factors supporting the sole source decision include: NASA's prior purchase of identical units, existing operational knowledge and training, prior RF characteristics approval for use at Moffett Field, CA where development flight tests are planned, and Freefly's NDAA and Section 889 compliance. The document notes that selecting another vendor would require re-training and re-approval, which would unacceptably impact the critical development timeline. The justification is dated December 6, 2024.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

ARMD/CAS/BEAM Project

Alta-X UAS System & Component Procurement

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Freefly Systems, Inc. only for Alta-X UAS System & Component Procurement. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30-45 days after award.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA has determined that the Freefly Systems, Inc., Alta-X multi-rotor vehicle, meets these technical requirements. In addition, NASA has prior operational experience and expertise with the Alta-X UAS system. All Alta-X systems and components purchased must be NDAA compliant. Freefly Systems has developed a robust and flexible UAS platform, with performance characteristics that match its required use in a NASA technology development effort. In addition, NASA has previously purchased identical units, and has the operational knowledge and training in place to effectively use these vehicles. Also, NASA has previously approved the Alta-X RF characteristics for use at Moffett Field, CA, where the development fight tests are planned. Finally, Freefly is NDAA and Section 889 compliant, and is registered in the SAM.gov database.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.

NASA would need to re-train and re-approve use of another system, which would unacceptably impact the critical development timeline.
