About this file

This Statement of Work outlines NASA's requirement to purchase two small Unmanned Aircraft System (UAS) vehicles and associated equipment for aeronautics research and technology development at NASA Ames Research Center. The UAS vehicles must be Class I (<55 lbs) multi-rotor aircraft with three-axis stabilization, capable of automated flight, and have a payload capacity up to 35 lbs with 20-30 minute flight time.

The specific deliverables include two Alta X + Pilot Pro systems with various components including quick release mounts, landing gear options, flight packs, chargers, and propeller sets. Technical data requirements include the Pixhawk Smart Battery Standard, power distribution board diagrams, and wiring diagrams. The contractor must also provide NDAA compliance documentation and export classification data. Delivery is scheduled for March 15, 2025, following authority to proceed on January 12, 2025. The Data Rights section notes NASA will retain intellectual property rights while requiring protection of Freefly proprietary data, though this section needs Contracting Officer guidance.

Alta-X UAS System & Component Procurement

Statement of Work

December 2024

Introduction & Background

NASA has a requirement to purchase a small Unmanned Aircraft System (UAS), components, and data to support on-going aeronautics research and technology development.

Objective and Scope

NASA will purchase, operate, and maintain two small (UAS) vehicles, along with associated support equipment, stands, payload attach fixtures, controllers, etc. NASA also requires technical data, such as flight performance parameters, to successfully operate the UAS. This is expected to be a one-time purchase.

Description of Requirements

NASA requires two small to medium size multi-rotor UAS vehicles, Class I, <55 lbs, with three-axis stabilization. The vehicles will be flown by a ground station operator, and/or a remote pilot, and should be capable of automated (autonomous) flight. Payload interchange capability and hard surface (concrete or pavement) landing gear required. Required payload capacity: </= 35 lbs. Required loiter/flight time: 20-30 min (payload dependent).

Deliverables

The contractor shall provide contract deliverables, including:

1. UAS vehicle & equipment list, includes item, model, and quantity required:

2. Technical data - TBR

• Copy of the DS-013: Pixhawk Smart Battery Standard.

• Copy of the block diagram for the power distribution board (840-00157).

• Copy of the wiring diagram that includes the connection to the flight batteries connected in parallel.

Other: Dimensions, temp limits, flight envelope (time, altitude, distance, response latency), data rates/telemetry.

In addition, the contractor shall provide documentation of NDAA compliance, and U.S. export classification data (USML or EAR) for UAS vehicles and associated components.
