About this file

This document is a Statement of Work (SOW) for a one-year collaborative data science project between NASA's Interagency Implementation and Advanced Concepts Team (IMPACT) and Alabama A&M University (AAMU-RISE Foundation). The project aims to develop advanced data analysis techniques, machine learning models, and visualization tools to address challenging Earth science problems and improve data system operations. AAMU will provide a graduate-level computer science student to work up to 20 hours per week on the project and contribute computational resources and data science expertise. Key tasks include data collection and preprocessing, machine learning model development, method evaluation, and new visualization techniques for geospatial data. The performance period is September 2, 2024 to May 2, 2025.

The related federal contract opportunity is a sole-source procurement by NASA's Shared Services Center for these Collaborative Data Science Projects Focused on NASA Earth Science. The solicitation number is 80NSSC24881177Q, and NASA intends to award a contract to the AAMU Research, Innovation, Science and Engineering Foundation as the sole provider of these services. The NAICS code is 611310.

Collaborative Data Science Projects Focused on NASA Earth Science Statement of Work

Description:

This one-year project aims to continue the collaboration with Alabama Agricultural and Mechanical (A&M) University (AAMU-RISE Foundation) on a data science project focused on the Earth science domain. The project will leverage the strengths of both NASA’s Interagency Implementation and Advanced Concepts Team (IMPACT) and Alabama A&M University to develop advanced data analysis techniques, machine learning models, and visualization tools to address challenging science problems and improve operational efficiencies of data systems.

Alabama A&M University will provide support by providing students to work on the project, as well as computational resources and expertise in data science.

The support from Alabama A&M University will enable IMPACT to make progress in our project goals, while also promoting collaboration and outreach between NASA and Alabama A&M University.

Objectives:

● Develop a collaboration between NASA and Alabama A&M University

● Develop data science workforce

● Address real world challenging problems together

IMPACT Environment:

IMPACT is a collaborative, interdisciplinary team of civil service and contractors that works to further NASA’s Earth Science Data System (ESDS) Program goal of overseeing the lifecycle of Earth science data to maximize the scientific return of NASA's missions and experiments for research and applied scientists, decision makers, and the society at large. IMPACT’s three focus areas are interagency collaboration, assessment and evaluation, and research and development of advanced concepts.

Period of Performance:

September 2, 2024 – May 2, 2025 (flexible depending on student availability)

Collaborative Student Requirements:

Alabama A&M University shall provide 1 graduate-level Computer Science student to work up to 20 hours each week on the project. Alabama A&M University shall also provide appropriate lap-top resources to enable student interface with the IMPACT physical and virtual environments.

Task Requirements:

Alabama A&M University shall provide computation resources and provide expertise in data science to support:

● Data collection and preprocessing: Collect and preprocess relevant data, including remote sensing, socioeconomic, and geospatial data

● Assist in development of machine learning models

● Assist in evaluation of developed methods

● Assist in development of new data visualization techniques for geospatial data

● Collaborate on outreach and education initiatives, such as developing educational materials and organizing workshops

● All developed software solutions first produced in the performance of this contract shall be delivered to the Government and shall not contain any unauthorized restrictive markings in furtherance of NASA’s interest in including such software in the NASA Open Source Catalog

● Students shall report status as part of the monthly IMPACT sprint reviews which follow the Scaled Agile Framework (SAFe®)

Other potential costs:

The contractor shall identify other potential costs pertaining to computer, travel, and publication needs.

Place of Performance:

For this contract, the students are expected to work both virtually and physically within collaborative student workspace provided at the National Space Science and Technology Center;

320 Sparkman Drive; Huntsville, AL 35805.
