RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

I recommend that NASA, NASA Shared Services Center negotiate with AAMU-RISE Foundation only for 1 graduate-level Computer Science Student for Collaborative Data Science Projects Focused on NASA Earth Science. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is approximately one year, September 1, 2024-May 2, 2025 or negotiable pending student availability.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This solicitation will develop a new Earth data science collaboration between NASA and Alabama A&M University, will help develop a data science workforce, and provide opportunity for students to address real-world challenging problems. Since this will be a new student collaboration with local HBU/MSI students, and the students will be expected to interact locally with the IMPACT office area no other HBU/MSI institution has local capability.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

No other HBU/MSI vendor can provide local collaborative support in the within collaborative student workspace provided at the National Space Science and Technology Center; 320 Sparkman Drive;

Huntsville, AL 35805. Efficiency of local collaboration with HBU students would be affected.

ADDITIONAL COMMENTS:

Background/Rationale: This activity extends student collaboration and outreach to the HBU/MSI community. The support from Alabama A&M University will enable IMPACT to make progress in our project goals, while also promoting collaboration and outreach with an HBU, develop data science workforce, and address real world challenging problems together with NASA. This procurement is for one graduate computer science student to collaborate within collaborative student workspace
