About this file
This document includes an email correspondence and attached files related to a solicitation for a training course on high performing teams to be provided by the National Aeronautics and Space Administration (NASA). The solicitation will initially be set aside for small businesses, with the requirement to be opened to all contractors if no qualified small business responses are received. The training is to be conducted as part of NASA's LEADS program. Evaluation will be based on a best value determination using technical merit, programmatic relevance, and cost reasonableness as criteria. Technical merit will focus on response to objectives, staff qualifications, and past experience delivering similar training. Programmatic relevance will assess response to contractor requirements and collaboration plans. Cost must be within NASA's budget and industry standards.

Hi Laura, Thank you so much for your message. Here are the answers:
You are correct, this is a training (exempt from the 1707). I am attaching the PIC.
How the Market Research was conducted. We simultaneously searched for a wide variety of potential vendors that advertised for customized training in the area and programs at Minority Serving Institutions with business graduate programs (even if they did not advertise such services). We reached out to many of these vendors. The Market Research document provided corresponds to the ones that responded to our query and met with us via Teams/ Zoom. Summaries of the Market Research interviews are provided. During the interviews, we stated the conversations did not indicate any commitment and were for informational purposes only. However, we informally inquired about costs. Estimates were included in the Market Research document. Some estimates were significantly above budget. We excluded those vendors from further consideration. We also inquired about content, staffing—particularly regarding the experience and education of Instructors and Course Developers (PhD-level required). We excluded those vendors who could not meet those requirements from further consideration. Wisconsin provided the only balance between quality and costs we could find using those methods. Please note that I had not met any of the POCs prior to this inquiry. I have neither attended nor worked at the University of Wisconsin. So, there is no conflict of interest to report.
I confirm that, to the best of my understanding of the quote the University of Wisconsin provided, the services being provided by Wisconsin School of Business is a firm fix price of $24,995.00.
Let me know if you have any additional questions!
