About this file
This document is a set of Questions and Answers related to an RFQ (Request for Quotes) for the "Cooperation in High Performing Technical and Scientific Teams" course, which will be taught as part of the upcoming NASA Science Mission Directorate's LEADS (Leadership for Excellence, Advancement, and Diversity in the Science) Program.
The key details are:
- The RFQ number is 80NSSC24862805Q.
- The contracting agency is the National Aeronautics and Space Administration Shared Services Center.
- The RFQ requests a "conceptual design" for the course, which includes an agenda, instructor guide, and student materials. This conceptual design is required upon contract award, not upon submission of the proposal.
- Vendors are asked to provide a general statement addressing how their team has the necessary expertise to deliver the graduate-level content listed in the Objectives, rather than addressing each objective individually. However, if the proposal includes specific examples highlighting the team's competencies, those may be included to make the proposal more competitive.

Vendor Questions and Answers RFQ 80NSSC24862805Q for, “High Performing Technical/Scientific Teams.”
Vendor Question 1:
The Evaluation criteria states that a "response" to the Objectives is required. Can you elaborate? - Do you want a description of how our team is qualified to meet each of the objective / core area statements?
Customer Response - A general statement addressing how the team has the necessary expertise to deliver graduate-level content listed in the Objectives is needed.
In other words, the statements don’t need to be addressed individually. However, if the Course Developer(s) or Instructor(s) have specific examples that highlight particular competencies, they should include those in the proposal.
Vendor Question 2:
Section 4 of the SOW (specifically 4.1), it specifies the actions the contractors shall take. It is stated "provide a conceptual design" - is this speaking in future tense (upon award of contract) or is a conceptual design, agenda, instructor guide, and student materials required upon bidding / submitting the RFQ?
Customer Response - Conceptual design will be needed upon contract. However, if the proposers have relevant materials or examples they like to include them in their submission, these items may make the proposal more competitive.
