Vendor Questions and Answers RFQ 80NSSC24862805Q for, “High Performing Technical/Scientific Teams.”

Vendor Question 1:

The Evaluation criteria states that a "response" to the Objectives is required. Can you elaborate? - Do you want a description of how our team is qualified to meet each of the objective / core area statements?

Customer Response - A general statement addressing how the team has the necessary expertise to deliver graduate-level content listed in the Objectives is needed.

In other words, the statements don’t need to be addressed individually. However, if the Course Developer(s) or Instructor(s) have specific examples that highlight particular competencies, they should include those in the proposal.

Vendor Question 2:

Section 4 of the SOW (specifically 4.1), it specifies the actions the contractors shall take. It is stated "provide a conceptual design" - is this speaking in future tense (upon award of contract) or is a conceptual design, agenda, instructor guide, and student materials required upon bidding / submitting the RFQ?

Customer Response - Conceptual design will be needed upon contract. However, if the proposers have relevant materials or examples they like to include them in their submission, these items may make the proposal more competitive.

1.If CV/Resumes are provided as proof of qualifications, is there a specific format the agency would prefer?

a. No particular format is required as long as the resumes demonstrate the vendors can meet the experience/ education requirements stated in the Statement of Work.

2. For "Customer References", is the agency looking for specific corporation / point of contact names and contact information? How should this be handled if previous customers requested signed Non- Disclosure Agreements / Proprietary Agreements?

a. Samples of relevant work would meet this requirement as well.

3. What is the agency's allotted budget for this course? The allotted budget is not being disclosed based on the in-depth details outlined in the SOW.

4. What basis or reference is the agency utilizing to determine industry standard cost for such a course? Basis to determine standard cost is the number of hours outlined in the SOW, "20 participants during a total estimated 15 hours." Strongly suggest the contractors quote is based on the details in the SOW to provide, "The required HC functional area(s) is for the Contractor to design and execute a 15-hour-long, synchronous, virtual leadership course entitled "Cooperation in High Performing Technical and Scientific Teams."

5. What additional course participant information can you provide (see below):

(a) How will the participants be selected to attend the course?

Participants apply to be part of the LEADS program. This is a selective and competitive process.

(b) Will the group of participants be fairly homogenous in demographics or will it be a significantly varied group?

We anticipate a demographically diverse group. However, most participants will have graduate degrees, likely at the PhD level.

(c) Please explain the anticipated demographics of the participants: job type, job level, age, skill sets, types of engineers, etc.

Participants will be civil servants at science organizations (e.g., scientists and aspiring science leaders). Most participants will have 10+ years of education and/or experience post-undergraduate degree—20-25 years of experience is likely. Many are likely to have experience leading science teams, competing for funding, etc.

6. Does the agency have a preference for days the course is conducted? (Weekday

vs. Weekend, Consecutive days vs. Alternating Days) The course will be taught during weekdays. As noted in the Statement of Purpose, “The course will be scheduled to accommodate NASA employees in all time zones (from ET to PT). Preferred hours are 11:00 am-5:00 pm ET. A 30-minute lunch break and two mini-breaks (e.g., 10 minutes) throughout the learning sessions to be factored into the scheduled times.” However, shorter sessions (adding to the number of hours stipulated in the Statement of Purpose will be considered. Whether a course will be taught on consecutive versus alternating days is up for negotiation.

7. What is the anticipated level of access to information the contractor will be able to have about the participant's daily jobs duties, team history of performance on projects (project wins vs. project areas for improvement, etc.)

Only information that participants are allowed and willing to disclose. Instructors will receive general information about the cohort. However, instructors will not have access to participants’ records beyond the course roster. No HR information will be provided, nor instructors are allowed to request such information.
