About this file

This document provides questions and answers regarding a solicitation for professional construction scheduling services. The U.S. Department of State is seeking responses by October 5th to determine if the procurement will be set aside for small businesses. Incumbent contracts include SAQMMA13D0003 through SAQMMA13D0016 and SAQMMA13D0018, except for SAQMMA10D0040. Relevant past performance of company team members would be considered during evaluation, though specific names of key individuals are not required in initial responses. If a sufficient number of qualified small businesses respond, the Department may set aside some or all of the awarded contracts for small businesses.

2. It appears the Department of State is requesting firms interested in providing the detailed scheduling services outlined in the solicitation to complete responses to Phase 1 (outlined on page 4 and 5) and send them to you by October 5th. Then, Department of State (DOS) will evaluate the responses to determine if this solicitation will be set-aside for small business or not. Is that correct? Is this a solicitation or a market survey?

This is an combined announcement; it is both the solicitation and market research.

The determination as to whether and how many of the awarded contracts will be set aside for small business will be made based on the business size and the qualifications of the responding offerors.

3. Even though the professionals under SEGNA have past performance but not the company, would SEGNA qualify under this great opportunity of solicitation?

Relevant past performance of the company/team members would be considered.

4. At the time of submittal, does the offeror need to provide the specific names of proposed key individuals?

Only when asked to do so.
