SECTION B
No Questions were asked pertaining to this section.
SECTION C
SECTION D
SECTION E
SECTION F
SECTION G
SECTION H
Citation: H-035 Use of the Synchronized Pre-Deployment Operational Tracker (SPOT) paragraph (b)
Question: This section contains lists of services to be provided to contractors. None of the items are checked. Do we interpret correctly that none of the listed services will be provided to contractors?
Answer: The services listed at H-035(b) reflect the services that will be made available to contractor personnel on a case-by-case basis. Update: See Amended paragraph H-035 in SAQMMA16R0013-A005
SECTION I
SECTION K
Citation: 652.228-70 DEFENSE BASE ACT - COVERED CONTRACTOR EMPLOYEES (FEB 2015), paragraph (b)
Question(s): The clause at subsection (b) contains an X in both boxes. Does this indicate that conditions exist in which for some locations Worker's Compensation laws exist that will cover local nationals and third country nationals, and that for other locations Worker's
Compensation laws do not exist that will cover local nationals and third country nationals?
Answer: Yes.
SECTION L
Citation: Section L.10.2, Paragraph 4b. Section L.10.2, Paragraph 4b states that Offerors are to include in their proposals a “binding bilateral employment agreement for each proposed key personnel that is not at time of proposal submission an employee of the Offeror (or a proposed subcontractor, which the Offeror must identify).
Question(s): Will a contingent offer letter, that includes salary and is signed by the employer and the prospective employee, be sufficient to meet this requirement?
Answer: A contingent offer letter will serve as a binding bilateral employment agreement only when the individual’s salary, proposed position, and the identification of the instant solicitation are delineated with the letter and the letter is executed by both the offeror and prospective employee.
Citation: Paragraph L-011 (page 65 of 69) requires bidders to include in their proposal a breakout list of all costs expected to be incurred by the contractor, or any tier of subcontractor, for private security good or services that the contractor or subcontractor obtained as part of contract performance.
Question: This requirement is confusing in that it appears that the Government wants bidders to estimate private security goods or services that might be required but actually seems to request “actual costs” given the language (i.e. that the contractor or subcontractor obtained as part of contract performance). Could the Government please clarify this request?
Answer: For the instant question referencing the particular verbiage, interpret the phrase “obtained as part of contract performance” to mean the applicable goods or services that the contractor or subcontract intends to obtain as part of contract performance.
Citation: In reference to Paragraph L-011 (page 65 of 69)
Question: Will the Government provide a predetermined unburdened cost for all bidders to use for pricing the Iraq Security Costs?
Answer: No.
Citation: L-11 (page 65)
Question: Does the Govt. expect the contractor to need security in Iraq at any time in the performance of this contract? If so, please clarify how we should propose to this requirement.
Answer: No. See paragraph H.036 of the solicitation.
Citation: L-009 (page 59)
Question: Is it permissible to include a list of acronyms and abbreviations and a cross reference table in each volume? The cross reference table would indicate where in the volume the specific RFP requirement is located. If permitted, would they be excluded from the page count?
Answer: It is permissible to include an acronym table; however it won’t be excluded from the page count.
Citation: L.10.2, sub paragraph 4.b. Key Personnel Resumes: This requires the inclusion of a binding bilateral employment agreement for each proposed key personnel that is not at time of proposal submission an employee of the Offeror or a proposed subcontractor.
Question: Can these agreements be excluded from the page count?
Answer: No.
Citation: N/A
Question(s): FAR 52-204-7 is not referenced in the RFP, was that intended to be the case? Or does the government desire offerors include a copy of the Reps and Certs from
SAM in the proposal? If so, would that be in the price volume?
Answer: See Section L, FAR 52.252-1, Solicitation Provisions Incorporated by
Reference (Feb 1998). See also Section L where FAR 52.204-7 is incorporated in the instant solicitation by reference.
Citation: L.009 Proposal Instructions
Question(s): This section states the proposal shall be written utilizing Times New
Roman; 12 Font. It does not specifically address graphics. May the font in graphics and tables be reduced to 10 Font?
Answer: See Amended paragraph L.009 in SAQMMA16R0013-A005
ATTACHMENTS

Citation: Attachment 2: CSTS Labor Category Descriptions, page 20 - Intelligence Analyst III/TOG Team Lead
Question: This position does not have any required years of experience and does not list a requirement for intelligence experience. Is there a requirement for intelligence expertise and, if so, please provide the minimum number of years.
Answer: See amended Attachment 2 – CSTS Labor Categories
GENERAL QUESTIONS
Citation: Bidders DD254, Block 13. Security Guidance – “Respondents must possess a TOP SECRET FCL with SECRET safeguarding.”
Question(s): Since the requirement for classified safeguarding seems to be unduly restrictive and that the Offeror's response will not be a classified proposal, will the
Government reconsider the requirement for classified safeguarding and perhaps allow a
90 day period for contractors to acquire it after award?
Answer: SECRET safeguarding is required by the Department in order for prospective offerors to obtain the classified work statement (which comprises Section C of the solicitation and which contains information necessary for offerors to provide an acceptable proposal notwithstanding the fact that the proposal itself will be unclassified) as well as in order for the awarded contractor to be able to retain and access that work statement as part of its awarded contract.
