METERNET DATA ANALYTICS PWS
ATTACHMENT A
1.0 Background
The Department of State (DoS) is a complex global organization with more than 75,000 employees representing the U.S. Government’s foreign policy, political and economic interests, working at over 250 posts around the world and 28 Bureaus across the Unites States.
Collectively, this organization must use every available means to communicate these interests across a technologically shifting, global landscape consistent with 21st Century Statecraft.
The Greening Diplomacy Initiative (GDI) sponsored by the Office of Management Policy, Rightsizing, and Innovation has developed an automated utility monitoring eco option known as MeterNet.
MeterNet is the Department’s centralized, real-time, and automated smart-metering system for utility data. Centralized data collection enables Facility Managers and Management Officers to identify system anomalies, track energy use, and identify opportunities for conservation and cost savings. Additionally, MeterNet establishes reliable baselines of consumption that are required to track and report improvements made by posts. The data is also used to prioritize renewable energy and water projects as well as leveraging private financing. MeterNet supports the Energy Policy Act of 2005 (EPAct), which requires all federal buildings over 464 square meters be metered to facilitate efficient energy and water use.
2.0 Scope
The Department of State requires an interactive web-based portal that will collect metered data via internet and enable the analysis and visualization of energy consumption data, provide a comprehensive understanding of energy usage, promote energy efficiency opportunities, and enable facilities to participate in Department of State approved Energy Conservation Measures (ECM) programs.
This portal, and associated licenses, services and systems must be able to rapidly scale to support the world wide operational footprint of the Department, at over 250 worldwide locations, and tens of thousands of inputs from their various locations per minute. The systems must be able to track, display and enable the analysis of multiple energy related items to include (but not limited to), as well as provide support for energy savings conservation measures related to these areas:
• Electrical Energy (both Utility and on-site Renewables)
• Water Usage
• Fuel Consumption
• Greenhouse Gas (as related to above)
Over the next five (5) years the Department of State will identify buildings within posts with the greatest energy savings potential, provide stakeholders with deep insight into their energy use
ATTACHMENT A
and spend, and make targeted recommendations for energy conservation and demand management measures. Regional Executive Directors (RED) and Facility Managers (FM) must be able to:
• View and explore the drivers of their energy use;
• Track and measure energy performance over time; and
• Identify and evaluate relevant energy conservation measures for each post.
2.1 Objective
The contractor shall develop, design, and implement a solution to deliver an online, comprehensive energy management solution that provides the necessary insights to understand track and manage the energy consumption of Department of State posts.
Led by M/PRI, the solution will function across multiple business lines in cooperation with the Bureau of Administration (A), Overseas Building Operations (OBO), Information Resource management (IRM), and Diplomatic Security (DS); DoS will manage all maintenance and system operations for development, QA, and production environments as part of the vendor software as a service (SaaS) model. This includes application hardware, system maintenance, deployment of software releases, patching, backup, recovery, security profile, and system monitoring for performance and availability.
