AlarmNet is an isolated DS network connecting Security equipment.

2 Technical C.11, pg 52 With regards to AlarmNet/SCC, will each of the 149 Domestic Site require

PSIM Functionality when not connected to the WAN?

Yes – that is the goal.

3 Technical C.11, pg 52 With regards to AlarmNet/SCC, where are the 13 CCure Servers located? Are they at a central location or distributed at some of the 149 Domestic facilities?

Distributed to some of the 149 sites.

4 Technical C.11, pg 52 With regards to AlarmNet/SCC, where are the iStar panels located? Are they distributed across the 149 Domestic facilities?

Distributed to some of the 149 sites.

5 Technical C.11, pg 52 With regards to AlarmNet/SCC, what are the quantities devices attached to the iStar Panels. How Many Doors?

How Many Inputs?

Each site is different- this should be scalable for both Domestic and Foreign sites.

6 Technical C.11, pg 52 With regards to AlarmNet/SCC, where are the Intellex DVR’s located? Are they distributed across the 149

Domestic facilities?

Distributed to all of the 149 sites.

7 Technical C.11, pg 52 With regards to AlarmNet/SCC, how many cameras are connected to the

Intellex DVR’s?

Distributed to across the 149 sites.

9 Technical C.11, pg 52 With regards to AlarmNet/SCC, how For proposal purposes – 200 but this

Technical, Cost, or many PSIM clients will be needed for this option?

will be a scalable number.

10 Technical C.11, pg 52 With regards to AlarmNet/SCC, where will these clients be located? At a command center or at the local

Domestic Sites? Is there any additional third party equipment located at the 149

Domestic facilities that will need to be connected to the PSIM such as:

System Network Management Protocol

(SNMP) Trap-generating devices?

Clients will be located at all domestic sites, one of which will host the command center.

We do not currently anticipate a need to install SNMP generation devices at domestic sites.

11 Admin L.13 In light of the addition of the Optional

Task (C.11), where in the proposal response should offerors address the requirement? We assume that it will require its own implementation plan and schedule. How would the government like that response structured? How many additional pages will be allowed for the response?

Offerors should focus on the overseas portion of PSIM for functionality and proposal purposes, while addressing the

AlarmNet optional task in proportion to its inclusion in the RFP. Offerors should assume everything in section C, especially C.9, will be applied to the

AlarmNet optional CLIN for pricing purposes.

There is no change to the page limitations.

12 Technical Please provide the same level of detailed requirements for the domestic sites in the Option as is provided for the international sites in the base

RFP.

Requirements will be the same for both

Domestic and Foreign sites.

13 Technical C.7 What domestic PSIM training is required, to include AlarmNet/SCC training? Are Uniformed Protection

Officers or military personnel being training? Where is the training

Training for UPOs and military personnel is to be online based and performed over the existing connection.

The following statement from C.7 is applicable: Basic user training for post

Technical, Cost, or provided? level monitoring, focused on single post monitoring and immediate response activities. This training is directed toward the Marine Security Guard watch stander and the Regional Security

Officer resident at post. Basic user guides are required to be available for use anytime DS personnel need to refresh basic user knowledge.

14 Technical C.9.6 What domestic PSIM SOPs, tailored for domestic roles, need be accounted for in the development and training?

The same basic requirements apply to both domestic and overseas. There will never be a need for 3-D model conversion as there are no existing domestic models.

15 Technical C.4.2 Would the domestic PSIM be on the same network as the international PSIM for monitoring security devices?

At the moment the two networks are totally isolated and separate.

16 Technical C.4.2.1, C.4.3, C.4.4, C.4.5

Would domestic PSIM integration be through AlarmNet/SCC or C*Cure and what software versions are currently deployed?

C-cure 800 is currently deployed for domestic sites.

17 Technical C.5 Would each of the 149 domestic sites require 3-D models and configurations and are they the same as international sites?

There are no existing models for domestic sites, but if the optional CLIN is exercised we will begin creating sites.

18 Technical C.5 How many 3-D models require conversion?

0 There will never be a need for 3-D model conversion as there are no existing domestic models.

Technical, Cost, or

19 Technical C.5 How many new 3-D models must be created?

There are currently 149 domestic facilities but this number may expand.

20 Technical C.4.2 In the domestic PSIM operational environment, how many sites are regional sites?

21 Technical C.4.2 In the domestic PSIM operational environment, how many are remote sites requiring PSIM clients?

22 Technical C.4.2 At how many location(s) are the physical system-to-system

AlarmNet/SCC interfaces required to be implemented with PSIM?

All of them

23 Technical C.4.2, C.11, C.9.2.4.2 –

C.4.2

C.4.2 identifies locations for the international PSIM system as follows:

Two (2) peer data centers and a development/test environment.

C.9.2.4.2 calls out a PSIM Training environment. This is a total of 4 installed systems. The requirement in

C.11 to provide all requirements in

Section C for the Option requires that all these functions be provided for the domestic system(s). Do the domestic

PSIM systems tie into these systems or will 4 additional systems be required to support these functions for the option?

The test and development systems will be shared. For proposal purposes systems will be required at two peered data centers.

24 Technical What is the name of the Software and

Manufacturer of the system that is called "Alarmnet" by DOS?

AlarmNet is a closed DS owned network, which connects to various technical security equipment.

25 Technical We would also like to know what transactions are trying to be included

AlarmNet utilizes iStar access control systems and CCURE software. The

Technical, Cost, or from the Alarmnet system into the 3D

PSIM solution?

PSIM should accommodate transactions in the same manner as stated for SMSe.

26 Technical We need to know what data is being collected and responded to in the PSIM when collecting this information? This is a performance work statement and we expect the vendor to develop and maintain a professional, scalable, flexible PSIM solution.

Is Alarmnet a customized software and who owns the rights to the software?

Does it have an API?

AlarmNet is a Network

27 Technical Is Alarmnet simply a central monitoring station by Honeywell?

No, AlarmNet is a Network.

28 Technical Is Alarmnet integrated with the

SoftwareHouse CCure software?

Who designed and developed Alarmnet for DoS?

Yes. It evolved from a need to connect automated access control and CCTV systems.

29 Technical Are you referring to HSPD12 mandate and therefore are asking to be integrated with the IDMS? If so what information is being asked to be integrated with the

PSIM?

PSIM should be scalable and flexible such that all current and future access control activities systems are monitored and displayed as required

30 Technical Can DOS provide the type of intrusion panels in use? i.e., Vista, Galaxy, Ademco, Bosch, etc istar

31 Technical Can DOS provide an estimate of intrusion point counts?

This number is scalable, but everything is tied to the 643 iStar panels.

32 Technical Can DOS provide an estimate of camera counts?

16 cameras per DVR X 155 DVRs =

930.

Technical, Cost, or

33 Technical Can DOS provide an estimate of door reader counts?

This number is scalable but everything is tied to 643 iStar panels.

34 Technical Can DOS provide information as to whether the intrusion panels are integrated into the CCure system?

Yes iStar is being used for intrusion detection. All iStar panels are integrated with CCure.

35 Technical In Pricing Table 5, the formulas are set up to calculate level of effort based off of column D, Positions Per Year. This same column is used for the base period and all option years implying a static level of effort across the entire period of performance. Is this your intent?

There may be extra work to initialize the Domestic system but standing up the domestic portion should be relatively easy after standing up the rest of the world; basic maintenance should be fairly easy as well. With that said, Offerors are instructed by the RFP to specify their proposed level of effort and adjust calculations and totals as necessary.

36 Technical Does the Schedule in Section F.3 apply to the optional task

No, this optional task may be invoked much later in the contract lifecycle.

37 Technical Are the 149 domestic sites referenced for the optional task in addition to the

350 sites stated earlier in the PWS?

Yes.
