Q&A’s for Real Estate Brokerage Services RFP SAQMMA13R0079: Answers in bold:
Although the Proposed Rates includes Office and Residential Rent Surveys, there does not appear to be a proposed rate for Office and Residential Lease Transactions. Are these transaction included, and if so, where should the proposed rate for such transactions be set forth? This solicitation does not include leasing transactions.
The Solicitation calls for a Small Business Subcontracting Plan, does this apply to overseas work? For example, Small Business HUB Zone and Veteran Owned Business would not seem to apply to overseas work. The Small Business Subcontracting Plan is a goal and not a specific contract requirement.
In responding to a list of offices and number of employees, do you want us to include US offices and employees as well? Reply as you deem appropriate.
The past performance client surveys we are to submit for the RFP response (Attachment J-2) look to be written for more of a construction / contractor role. For example they ask about bonding capabilities and construction management capabilities. Is this the correct form? Items that do not pertain should be marked as not applicable.
Are the "Appraisals' mentioned in the SOW meant to indicate formal appraisals (RICS certified, e.g.) or more simple broker opinion of value? Requests for proposals for appraisal services will include detailed specifications and requirements for appraisals, including data, formats, and analysis. Typical appraisal requirements are similar to the Royal Institute of Chartered Surveyors or Uniform Standards of Professional Appraisal Practice requirements. “Broker opinion of value” may be requested in specific circumstances.
Some of the items we are asked to price require a fixed price fee. We are asked to quote a fee that encompasses a number of different studies under one umbrella. For example, CLIN 002 asks for "Technical Consulting Services", and this can include feasibility studies, financial modeling, and development studies. This is obviously a broad umbrella of services. Can the DOS please provide further detail on what specifically these reports should include? For example
0. Can we provide separate pricing by report type? No.
0. Can we provide separate pricing for countries where we have coverage and countries where we do not? No. We are seeking global service providers in this solicitation –bidders may or may not have offices in specific cities; bidders need to make reasonable estimates for cost of doing business. Requests for services in specific cities will be issued over the course of the contract; bidders may choose to compete for each request.
Can you provide more clarity on the level of detail required for each report? We often provide these reports free of charge to our clients if we are performing brokerage services for them. Alternatively, if we need to produce a special report for our clients then our pricing will depend on our client expectations. We may request studies and reports for analysis or other uses; these may be stand alone reports or in conjunction with other services. The types of reports are outlined in the RFP, and would be further defined in specific task order requests under the IDIQ contract.
Similarly to the points above, are we expected to have a single price for the entire region, to include any country in that region? The RFP requests bids by region.
If we have to provide a single price, we will likely have to provide a higher price to ensure we can operate profitably in any country in the region. Will the DOS take this into account when evaluating our offer? All bidders are working with the same request for proposals.
The RFP indicates that the DOS will ask for each team to provide new specific pricing when a task order is required for bid. Does this new pricing refer only to the travel or other miscellaneous costs or will we be able to establish specific product pricing for the consulting, market study, and appraisal work depending on the specific project of the DOS required? DOS may request bids from the IDIQ contractors for specific tasks, or may use pricing contained in the IDIQ awards.
