Contractor Questions & Answers

Set #3 For Solicitation No. S-AQMMA-11-R-0314 Technical and Advisory Services

DoS Program Evaluation Requirements Following is a list of the questions I have received from prospective offerors for the above solicitation. Each question is followed by the Government’s response.

Note: This set of questions (Set #3) begins with Question #99. Questions #1 through #47 were addressed in Contractor Questions Set #1, which was issued and posted to FedBizOpps on October 17, 2011. Questions #48 through #98 were addressed in Contractor Questions Set #2, which was issued and posted to FedBizOpps on October 23, 2011.

Question #99: Please confirm that offerors will not be allowed to charge indirect costs (such as general and administrative costs) and fee on Other Direct Costs under Task Orders to be issued under this IDIQ.

Answer #99: General and Administrative Costs may be applied to Other Direct Costs proposed for task orders. Fee may not be included on proposed Other Direct Costs.

Question #100: Would USDOS kindly consider adding a labor category “Program Operations Specialist” to the list provided in Section B.8? This labor category would be intended to cover operations support associated with the following tasks at the task order level: contract administration, financial management, subcontract management, and compliance.

Answer #100: The labor category positions will remain as currently stated.

Question #101: The RFP does not address pricing for Third Country Nationals (TCNs) and Cooperating Country Nationals (CCNs) in the context of instructions pertaining to the cost proposal. Are offerors required to propose a TCN/CCN multiplier in addition to a fixed hourly rates schedule?

Answer #101: This has actually been addressed already to some extent. Regardless of the type of person proposed (TCN, CCN, etc.), for all 29 positions the proposed rates should be the intended contract billing rates for the positions.
