The due date for contractor questions is revised as follows:
Any questions offerors may have must be submitted to the attention of Robert Lindquist by e-mail (LindquistRA@state.gov). Questions will be accepted through the close of business on Thursday, October 20, 2011.

The solicitation incorporates by reference all clarifications and revisions included in Contractor Questions, Set #1, issued and posted on the FedBizOpps website on October 17, 2011.
D. Section J – Contract Attachments.
Section J is amended to include the following four attachments.
ATTACHMENT NO.
DESCRIPTION OF ATTACHMENT
Attachment 1
Background Information and Documents for the First
Quadrennial Diplomacy and Development Review (QDDR).
Attachment 2
Price Calculation Worksheet.
Attachment 3:
Format for Past Performance Information.
Attachment 4:
General Company Information.
Note: Attachments #1 and #2 were provided with the original solicitation. Attachments #3 and #4 are provided as attachments to this solicitation amendment.
E. Attachment #2 – Price Calculation Worksheet.
1) Solicitation Item M.1.2.1 (Price Calculation) is deleted and replaced by the following corrected/amended Item M.1.2.1:
M.1.2.1.
Price Calculation.
Price will be calculated based on a sampling of the contract positions. The sampling includes 13 of the 29 contract positions, comprised of those positions where a high volume of services is anticipated. Offerors shall calculate the estimated contract price using the worksheet provided as Section J, Attachment 2. The price calculation shall include all positions shown, as well as all Skill Levels listed for each position.
Except for the first position (Administrative Support), offerors shall fill in the labor rates for all positions and all skill levels in the worksheet and calculate the total estimated amount for each position and skill level based on the estimated hours provided for the respective positions and skill levels.
Offerors shall calculate the total estimated price for the Base Year and Each of the Four Option Years, and calculate the overall total contract price in the Summary Section at the end of Attachment 2.
2) The Price Calculation Worksheet column titled “Labor Rate (Level I)” is amended to remove the reference to “Level I”. The corrected column title is “Labor Rate”.
F. Other Direct Costs.
1) Section C.10 (Other Direct Costs) is amended to include the following additional item:
C.10.6.
Post Differential Allowances.
For projects requiring work overseas, contractor personnel labor rates are subject to adjustments to include post differential and danger pay allowances. When such adjustments are authorized under task orders, the same rules will apply to contractor personnel as those applicable to U.S. personnel (e.g., Foreign Service Officers) assigned to the location where the work will be performed.
2) Clarification.
The list of Other Direct Costs (ODCs) provided in Section C.10 is not considered all inclusive, in terms of those ODCs that will be permitted under the contract. Other allowable ODCs may be proposed at the task order level. A determination of whether or not certain proposed ODCs are allowable will be determined at the task order level. However, “allowable” generally includes ODCs that are not prohibited by Government contract regulations or laws, and those that are typical for the types of services and projects performed.
G. SECTION L – Instructions, Conditions, and Notices to Offerors or Quoters.
Due to the numerous clarifications for Section L in Set #1 of contractor questions, Solicitation Section L is deleted in its entirety and replaced with the revised Section L dated October 18, 2011 (attached).
