Static Guard Additional and Emergency (A & E) Positions X100 Complex/Site Manager (US) X101 Guard Supervisor X102 Armed Guard X103 Unarmed Guard X104 Security Screener X105 Armed Driver X106 Unarmed Driver X107 Guard/Driver
X108-X114 RESERVED
Surveillance Detection (SD) Positions X115 Surveillance HOWEVER, Exhibit C states: Complex / Site Supervisor
Will the USG please confirm that the Complex/Site Manager is the same position with identical responsibilities as the Complex/Site Supervisor, and clarify which position title is correct – Complex/Site Manager OR Complex/Site Supervisor?
ANSWER: These positions are the same. DOS will correct this inconsistency in the forthcoming amendment.

QUESTION: CLINs established in Section B.8 of the solicitation do not match those depicted in the Excel file Pricing_Tables_1-10.Worldwide_Contingency_Contract.4-20-10 on Table 9. For instance, under the Base contract the Protective Security Specialist (PSS)(P)(OCONUS) position is CLIN X014, whereas on Table 9 it is CLIN X006. Additionally, ODC CLINs on Table 9 conflict with labor CLINs on the Base contract.
Will the Government provide a revised excel pricing template correcting CLIN discrepancies?
ANSWER: DOS expects to correct this inconsistency in the forthcoming amendment.
3
QUESTION: Section B.3, Paragraph 7 of the solicitation states that “Any other costs that are part of the Contractor’s established compensation plan and consistent with FAR 31, including any allowances and bonuses, may be proposed as a material or other direct cost (ODC) at the task order level.” No CLIN has been designated on the task orders for these allowances and bonuses. Section L.12.1.4, Paragraph 2 states “Offerors shall not add labor categories or other cost elements in Tables 1 through 10”. The previous Response to Questions by the Government indicated that CLINs will be added for Danger Pay and Post Differential, however the Government did not mention whether other allowances and bonuses would be added as a CLIN.
Will the Government amend the task order pricing template to add an ODC CLIN for Allowances and Bonuses on each task order or direct the contract provider’s on how these costs should be bid?
ANSWER: An ODC CLIN for “Other Incentive Compensation” will be added in the forthcoming amendment.
4
QUESTION: Section B: Pricing Table 3 requires the offeror to provide pricing for the following labor categories:
At the pre-proposal conference it was stated that the government would not require these positions for this program.
Does the government intend to issue an Amendment to this solicitation removing the requirements for this position and the requirement to provide pricing for this position?
ANSWER: DOS requires these positions to be priced.

QUESTION: Section B, Subsection B.3 - If the offeror offers Danger pay and Post Differential Pay as part of its compensation plan, can it offer and be reimbursed less than the percentages listed in Department of State Standardized Regulations?
ANSWER: Yes, DOS expects to include a provision to the effect of the text below in the forthcoming amendment:
If paying overseas allowances (e.g., Danger Pay and Post Hardship Differential Pay) is part of the Contractor’s established compensation plan or policy or employer/employee agreement, and if such payment is otherwise consistent with FAR Part 31, the Contractor may be paid for or recover such costs, but only if such payment/recovery is:
1) at percentages that do not exceed the percentages (effective at the time of performance) listed in the Department of State Standardized Regulations (DSSR) (if the Contractor applies percentages to calculate its overseas allowances);
2) at dollar amounts that do not exceed the dollar amounts paid to eligible United States Government civilians after multiplying the DSSR percentages (effective at the time of performance) by the eligible individual’s basic compensation (if the Contractor pays overseas allowances based on a fixed dollar amount);
3) based on the number of actual hours worked rather than based on compensation (if the Contractor’s established compensation plan or policy or employer/employee agreement is based on the number of actual hours worked); and
4) for Contractor employees whose country of citizenship is not in the country of performance.

Will the USG be providing the CCTV training cited in C. 4.3.7.1?
ANSWER: The Government shall provide, on a one-time basis, training on the CCTV monitoring equipment. The Contractor shall provide all subsequent training on the equipment. See Exhibit E.26
14
QUESTION: Section C.4.3.7.2 states: The Contractor shall:
· Provide explosive detection dog (EDD) and Handler services.
· Provide a replacement EDD on all occasions when the present K-9 and or handler is not able to perform the duties described in this contract and/or Task Orders.

a) Will the USG please confirm that USG will not provide kennel spaces and that the contract provider has responsibility to provide kennels for all canines?
b) If the contract provider is to provide kennels will the USG provide the potable water required for cleaning kennels, and if not, will the USG waive the requirement for potable water for cleaning kennels?
ANSWER: DOS will provide kennels and potable water for kennel cleaning for the KESF and BESF Task Orders.
15
QUESTION: Section C.2.2.2 states: The Contractor shall ensure when personnel leave the Task Order that they turn in their weapons and issued equipment, or transfer their weapons and issued equipment to their replacement. Such transfers shall be documented with an official transfer of accountability, signed by both parties, for each weapon or item of issued equipment transferred.

ANSWER: DOS anticipates providing bottled water as appropriate.
17
QUESTION: Section C.4.3.7.1 GUARD SERVICES – GENERAL states: The Government will furnish the General Orders (See Exhibit B for an example), with each Task Order that includes guard services. The Contractor shall develop the Post Orders in English and other appropriate language(s) to ensure that all contractor personnel necessary to ensure successful guard operations can fully understand the orders. The Government will provide
examples of generic Post Orders. Once Post Orders are drafted; the Contractor shall submit the Post Orders to the RSO and COR/GTM for approval (Section F). However, Attachment 13, Section 13.2 GENERAL ORDERS AND POST ORDERS General Orders and Post Orders are included as Exhibit B. The Post Orders in Exhibit B are generic examples of the orders that will be issued after contract award. As such, they list the specific duties required. Once the contract is awarded, the Government shall tailor the Post Orders to each guard post on Exhibit A.
Will the USG please provide clarification as to whether the Contractor or the Government shall develop Post Orders?
ANSWER: The Contractor shall provide tailored Post Orders as necessary, based upon generic post or existing post orders provided by the Government, for each guard post following Task Order award. The Government will then review and approve or tailor the post orders as necessary. The Contractor shall then develop appropriate translations of the approved Post Orders for issuance.

QUESTION: C.4.3.7.5 - Please confirm the requirement for break and lunch periods? In a 12 hr shift is it 3 x 15 minute breaks and a 30 minute lunch break or 2 x 15 minute breaks and a 30 minute break.
ANSWER: DOS requires that all Guards receive at least three fifteen minute breaks and one 30 minute meal break per twelve hour shift.
19
QUESTION: C.4.3.8.1.2 - The Government states that the contractor is responsible for ensuring that the cost of additional storage is included in the price proposal.
The Government has not indicated whether or not a site visit will take place at each of the Task Order Sites prior to the proposal submittal date.
If site visits do not occur, it would be impossible for the offeror to make a valid determination of how much additional storage would be required and price it accordingly.
Therefore, will the Government consider providing a description including area dimensions and storage shelf configurations in each of the storage spaces that will be made available for the offeror’s use at each Task Order Site?
ANSWER: DOS anticipates providing the Contractor with sufficient storage space for the BESF and KESF Task Orders for storing appropriate supplies and/or equipment needed to perform the work. DOS may require that the Contractor obtain additional space, storage or otherwise, depending on program needs. The Task Order request will specify the extent to which DOS will provide storage space and other logistics support. For the Jerusalem Task Order, the Contractor shall provide all storage space necessary beyond the specified Government facilities. DOS will amend the solicitation to clarify this area.
20
QUESTION: C.4.3.2.1 - Please confirm that all personnel are required to qualify on all weapons each quarter.
ANSWER: As stated in Section C.4.3.2.1, all armed personnel must re-qualify on all required firearms on a quarterly basis.
21
QUESTION: C.4.3.2.1 - Please confirm that training cannot take place at the TO location. For instance, certain countries will not allow the importation of the required weapon systems into their country, nor will they allow weapons training to take place.
ANSWER: The Contractor is responsible for the selection of training sites. DOS expects to review and determine whether or not the Contractor’s facilities meet contract requirements prior to Contract / Task Order award.
22
QUESTION: C.4.3.7.2 - Does the construction and quality of the current kennel facilities conform with DoD PAM 190-12?
ANSWER: For pricing purposes, the Offeror shall assume that all government provided kennels for BESF and KESF meet the WPS kennel standards.
23
QUESTION: C.4.3.7.5 - The RFP states: Relief shall not be provided by a Task Order Exhibit A staffed position (must be an overhead position).
It appears it is the Government’s intent to require the contractor to develop overhead rates for the provision of relief guards. If this is the case, the Govt. should be aware that it is very difficult to develop a consistent overhead rate that can be used in the development of the ceiling rates because of the following:
1. The Contractor does not know how many sites there are and how many posts there are at each site.
2. If there are a number of remote locations with a small number of posts the contractor may have to provide 1 full person to provide relief for at these posts.
Would the Government consider pricing Relief Guards as a separate labor category at Task Order level?
Or, would the Government consider allowing guards to self break at sites with a small number of posts?
ANSWER: Relief Guards will be directly billable as guard positions. DOS will provide revised maximum acceptable staffing levels to include relief guards in the forthcoming amendment.
24
QUESTION: C.4.2.1, Page 12 - The RFP states: “Provide and operate needed protective services details as directed in the Task Orders and indicated as necessary by the specific Security Assessment.”
Are the specific Security Assessments provided by DoS and when are they provided to the contractors?
ANSWER: DOS will provide the security assessments through the Post (U.S. Mission) staff at the relevant place of performance.
25
QUESTION: C.4.3.1.1. Recruitment and C.4.3.1.2. Screening and Selection - In C.4.3.1.1, the Government states “Prior to commencement of the Contractor’s applicant screening process, forward resumes of all Key Personnel to DS HTPOPS for pre-screening.” In C.4.3.1.2, the Government states “Implement an applicant screening process that satisfies the requirements in Article VI of Exhibit A.”
Based on the statement in C.4.3.1.1, it is assumed that the Contractor is only required to forward resumes of Key personnel to DS HTPOPS for pre-screening approval. However, the statement in C.4.3.1.2 requires the contractor to “obtain approval from the Program Office for all bio/resumes prior to submitting the SF-85P and SF-85PS or related forms to DS/IS/IND. The bio/resume approval notification made by the program office to the contractor shall be made part of the package submitted to DS/IS/IND;” “ensure that all required personnel complete the SF-85P/PS and all related forms necessary to process the public trust certification.” as set forth in Exhibit A, Article IV.
One statement only requires pre-screening approval for Key Personnel while the other requires pre-screening approval for all personnel requiring public trust certification.
Will the government identify all personnel required to have a public trust certification before they can be hired to perform work on any Task Order?
The ability of a contractor to establish, implement, and maintain an efficient and effective recruiting, screening, and hiring process for staffing Task Order requirements and maintaining the appropriate staffing levels at the Task Order site is very dependent upon a controlled time-phased process. The controlled time-phased process has allotted timeframes for each phase to be accomplished i.e., recruiting, pre-screening, training, etc.
Is the Contractor required to obtain pre-screening approval from the government for all personnel prior to continuing with the process for hiring?
If so, will the government provide a maximum time the approving authority will require to adjudicate the pre-screening documentation and provide a favorable or unfavorable response to the contractor?
When a Secret or Top Secret clearance is required, will the Government allow the Contractor to use personnel granted an interim clearance while awaiting a full clearance to be granted?
In addition, what is the current average waiting period for DSS to perform their investigations and grant an Interim clearance and a full clearance for a Secret and Top Secret clearance respectively (assuming all paperwork was properly executed)?
ANSWER: DOS will not provide a maximum time frame. The Contractor should describe their approach to managing the components that they control. (i.e.: up to approval and post approval).
The Contractor shall be authorized to deploy personnel with an interim clearance. However, should an interim clearance be rescinded or a final not be granted, the Contractor shall bear the cost associated with repatriation and replacement.
DOS will not provide average clearance certificate waiting / processing times. The Contractor should describe their approach to managing the components that they control. (i.e.: up to approval and post approval).
26
QUESTION: C.2.2.2 - Reference is made to the DoS Property Administration Manual. The Offeror is aware of a DoD Property Administration Manual but not a DoS version. Does one exist and if so can a copy please be provided?
ANSWER: DOS will clarify this requirement in the forthcoming amendment.
SECTION H - Special contract requirements
27
QUESTION: Section H.16, Vehicles, states: Contractor employees who operate vehicles in performance of this contract shall have a current valid license issued by the state or country of residence appropriate for the vehicle (class) being operated issued by the state or country of residence. All operators shall have maintained an operating record without significant traffic violations or accidents during the preceding five (5) years and during the period of performance of this contract. [See H.2]. The exercise of common sense, good judgment, and sound discretion is required in the decision on whether a traffic violation or accident is considered significant. For example, a traffic violation resulting in loss of license, jail sentence or fine over $100 would be considered significant and a car accident which resulted in bodily injury would be considered significant.
Most third country nations do not issue nor do they mandate drivers licenses, those countries that do issue licenses typically do not have the records keeping infrastructure to allow for the vetting the USG is requiring in Section H.16. In that situation, what standard of vetting will be acceptable to the USG, or may the contract provider conduct its own driver training and certification?
ANSWER: DOS expects that candidates proposed as drivers will have both the necessary skills to serve as drivers and the required license(s) to support their abilities to operate the specified vehicles under the WPS program.
28
QUESTION: Section H.9.(c) states : Aircraft Public and Passenger Liability--When aircraft are used in connection with performing the contract, the Contractor shall provide aircraft public and passenger liability insurance. Coverage shall be at least $2,500,000 per occurrence for property damage. Coverage of passenger liability bodily injury shall be at least $2,000,000 multiplied by the number of seats or passengers, whichever is greater.
Question:
As the Aviation services have been eliminated from the project, does the government intend to remove the requirement for Aircraft Public and Passenger Liability insurance?
ANSWER: DOS will remove this requirement from the solicitation in the forthcoming amendment.
29
QUESTION: H.21.2 - “A copy of the company’s media relations policy as well as that of any subcontractor shall be provided as part of the proposal”.
Is this policy included in page count and where in the proposal would the Government like it presented? Subs providing which services must provide this policy for inclusion in the proposal?
ANSWER: Offerors should include this information in Volume 6, Business/Socioeconomic Information. This volume has no page limitation.
30
QUESTION: H.22 - “The contractor shall submit a copy of its [Death/Serious Injury Notification] policy or draft policy with its proposal along with the policy or draft policy of its subcontractors.”
Is this policy included in page count and where in the proposal would the Government like it presented? Subs providing which services must provide this policy for inclusion in the proposal?
ANSWER: Offerors shall include this information in Volume 6, Business/Socioeconomic Information. This volume has no page limitation. All subcontractors that will have employees outside the U.S., whether permanently or temporarily, should submit their policies or draft policies.
31
QUESTION: Deduct clause –
· Will a deduction (i.e., liquidated damages) be assessed under Clause H.24.1 when staffing falls below “the minimum allowable” even if the contractor’s existing staffing level is sufficient to otherwise meet the contract requirement and all deployments are “made on time” during the period of the shortage in staffing? In other words, will a deduction occur even if the contractor has adequate staff to run the required daily RSO assignments?
· If a contractor falls below the minimum allowable staffing under Clause H.24.1, but has sufficient staff to meet the RSO’s requirements during the shortage, how has the DoS been damaged? Under this scenario, the contractor does not charge DoS for the “short” positions, DoS did not “fill” those positions with a government-provided security officer, and the required daily assignments were performed to the satisfaction of the RSO.
ANSWER: Yes. The deductions are liquidated damages based on the estimated value of comprehensive damage to the government and not simply the potential cost of replacing personnel or for arranging other make-shift security solutions to compensate for the Contractor’s failure to provide full staffing. The deductions account for the added level of risk assumed by DOS due to the Contractor’s failure as well as other associated costs that are difficult to predict and quantify accurately.
32
QUESTION: Deduct clause - Will the Government allow the contractor to maintain “reserve” personnel at the task order location to ensure compliance with the 100% staffing requirements? Will those reserve personnel have access to the same government support and facilities as the contractor’s “active” personnel in the contractor’s Muster Report?
ANSWER: If the Contractor maintains personnel at the task order location in excess of the number the Government states it will support, those personnel will not have access to the same government support and facilities as the contractor’s “active” personnel in the contractor’s Muster Report.
33
QUESTION: Deduct Clause - Under clause H.24.2, if the contractor does not meet a “desired outcome” in the chart contained in that clause and the Government does not “provide that service” or incur any “additional administrative time” as a result of the contractor not meeting the performance standard, will a deduction be assessed?
ANSWER: Yes, a deduction will be assessed. The deductions are liquidated damages based on the estimated value of comprehensive damage to the government when the Contractor fails to perform adequately. The deductions are not linked to precise actions taken by the Government as a result of the Contractor’s failure to perform.
34
QUESTION: Deduct clause - What is the underlying basis for charging $1,800 per day for PRS members and $1,200 per day for guards and support members Under Clause H.24.1? Are the $1,800 and $1,200 amounts based on a Government’s estimate of its actual cost to provide equivalent replacement personnel?
ANSWER: The deductions are liquidated damages based on the estimated value of comprehensive damage to the government and not simply the potential cost of replacing personnel or for arranging other make-shift security solutions to compensate for the Contractor’s failure to provide full staffing. The deductions account for the added level of risk assumed by DOS due to the Contractor’s failure as well as other associated costs that are difficult to predict and quantify accurately.
35
QUESTION: Section H.21.2 Media Relations - The referenced section states that a copy of the company’s media relations policy as well as that of any subcontract shall be provided as part of the proposal.
Will DOS allow these Media Relations policies to be included as appendices and excluded from the Volume 1 page count limitation?
ANSWER: Include this information in Volume 6, Business/Socioeconomic Information. This volume has no page limitation.
36
QUESTION: H.22 Death/Serious Injury Notification and Family Support Guidelines - The referenced section states that the Contractor shall submit a copy of its policy or draft policy with its proposal along with the policy or draft policy of its Subcontractors.
Will DOS allow these Death/Serious Injury Notification policies to be included as appendices and excluded from the Volume 1 page count limitation?
ANSWER: Include this information in Volume 6, Business/Socioeconomic Information. This volume has no page limitation.
37
QUESTION: H.27 General Transition Plan - The referenced section that the Contractor is required to submit a Preliminary Transition Plan. The plan shall form the basis for the Transition Plan required under this contract. The Plan shall be presented in the form of a Bar Chart or time-scaled Diagram Schedule, indicating commencement and completion of the different plan elements for the entire transition period.
Will DOS allow the foldout for the Preliminary Transition Plan bar chart or diagram to be included as an appendix and excluded from the Volume 1 page count limitation?
ANSWER: Foldouts will be included in the page count. The Preliminary Transition Plan is an integral part of the Technical Proposal and should be included in Volume 1, Base Contract Technical Proposal. See Section L.12.1.1., Risk Management and Mitigation, paragraph f.
SECTION J - List of attachments
38
QUESTION: Section J, Exhibit A, Article VIII, Section 7.17 - Will the Government provide a list of prohibited medications and a list of accepted prescription medication?
ANSWER: Contractors shall comply with the Controlled Substances Act. The Contractor’s Medical Officer shall be responsible for all determinations regarding the impact of any medication on the performance of contractor personnel. The Contractor’s Medical Officer shall be responsible for certifying that any medication used by contractor personnel will not impair the performance of their WPS duties.
39
QUESTION: Section J, Exhibit C - The Complex/Site Manger’s requirements and qualifications are not listed in Section J, Exhibit C. Please define.
ANSWER: The required labor category is for the Complex / Site Supervisor listed in Exhibit C. DOS will resolve this inconsistency in the forthcoming amendment.

QUESTION: Section J Attachments 1, 3, 8, and 12 - “Proposals shall be submitted in 12 font, on 8 ½ and 11 paper, in 3 ring binders, single sided”.
Does this single-sided paper requirement apply to the Cost/Price Proposal or is the Offeror to submit the Cost/Price Proposal double-sided?
ANSWER: The Offeror shall use both sides of the page for narrative sections of price proposal and one side of the page for spreadsheets.

QUESTION: Section J, Attachment 3, Pricing Instructions, Item #5 - The sentence states, “The RFP specified number of days includes days for transition, rotation, R&R schedule and coverage to allow for possible emergency situations, sickness, and termination.”
What is the R&R rotation (days/weeks on and days/week on off (R&R)?
The offeror assumes that once a position is considered staffed with a DoS approved person, that position is billable 6 days a week regardless of whether the person filling that position is in approved present for duty, transition, rotation, or R&R status. Is this correct?
ANSWER: This is incorrect. DOS considers the position staffed when the individual is available (day rate) or present (hourly rate) for work at the Task Order performance location.

QUESTION: Section J, Exhibit E, E.6, Facilities states “If 2 or 3 courses will be conducted concurrently, simultaneous use of multiple contractor provided ranges may be required. For reasons of personnel safety, if the ranges are within close proximity (200 yd radius) of each other, no other contractor clients will use any of the vacant ranges.”
If all 7 live fire ranges on the contractors facility are within 200 yards of one another (from the closest point measured), is the contractor expected to close its firearms facility – regardless of berm height – to all other paying customers when WPS courses are conducting live fire training?
Comment: if true, this could lead to excessive costs to the contractor if required to buy-out entire range facilities on the dates of WPS live fire training.
ANSWER: The contractor will be required to screen the ranges where WPS training is being conducted from view of other ranges or bystanders. DOS expects to modify this requirement in the forthcoming amendment.

QUESTION: Section J, Exhibit E, E.6.4, Unimproved Driving Surface, states “At least 6 independent courses, varying in length, from ¼ to 3 miles need to be developed…”
What is the training value of having 6 independent unimproved road surfaces varying in length? Is it acceptable for the contractor’s facility to have 1 single unimproved road course – that is at least 3 miles in length – that is equipped with varying routes of travel for training?
Comment: The amount of land required for 6 independent courses – 3 of which must have 50 mph straightaways – could be in excess of 250 acres; and when you take a single 35-man WPS class and divide it by two for the vehicular training, it equals roughly 18 students. Divide that by three – as indicated in the student to driving instructor ratio (3:1) – and that equals 6 vehicles. That would be an unprecedented “one” vehicle per unimproved road course.
ANSWER: This requirement will be revised in the forthcoming amendment to require, at a minimum, an unimproved course of at least 1 ½ miles in length.

ANSWER: DOS requires Chevy Suburban or GMC equivalent ¾ ton chassis vehicles for this requirement.
45
QUESTION: Section J, Exhibit E, E.8.4.2, SUV Familiarization, states “The contractor shall furnish fully a minimum of 5 fully armored (FAV) Chevrolet Suburbans (level D/7.62 rated), that can comfortably accommodate 3 students per vehicle and 1 instructor.”
Comment: Paragraph E.8.4 Armored Vehicle Driving Familiarization & Vehicle Dynamics states “… requires 3 fully armored Suburbans.”
Is the contractor required by the Government to have 3, 5 or 8 total Fully Armored Suburbans at its disposal for use during WPS training events?
ANSWER: The Contractor shall provide a minimum of 3 FAV Suburban vehicles. DOS will address this ambiguity in the forthcoming amendment.

QUESTION: Section J, Exhibit E, E.5.2.1, Courses of Instruction, Hours and Schedule, Section III, Weapons Systems
Will contractor provided M-4s with 16 inch barrels be approved for training on the WPS contract?
Comment: Any rifle barrel less than 16 inches in length is considered a “short barreled rifle” and (NFA) National Firearms Act rules will apply: each gun will require a $200 (SOT) Special Occupational Tax stamp at contractor’s expense.
ANSWER: DOS requires 14.5 and 10.5 barrels for training under WPS. The Contractor shall be responsible for all charges associated with providing weapons for training.

QUESTION: Section L paragraph L.11 GENERAL states: “….Resumes are limited to no more than 2 pages per individual and can be submitted separately from any volume.” Section L further states that key personnel resumes should be completed using the format contained in Exhibit B. The format to be used is 3 pages in length without any personnel information added.
Will DoS expand the page limitation to five pages per resume to account for the addition of information into the DoS three page outline/format?
ANSWER: Resumes shall be included as an attachment to Volume 2 proposals and shall not be considered in the page limitations. See Section L in the forthcoming amendment.

QUESTION: Section L.12.1.3 states : “For the base contract and each Task Order request, the Offeror must list separate contracts…performed within the last three years...”
Attachment 1, 3, 8, and 12 state: “Contractor shall list three past performance references that are recent (within six months)….
Does the government intend for the criteria for the Task Order past performance to differ from the criteria for the Base Contract past performance?
ANSWER: Yes, the base contract past performance submission differs from the Task Order past performance submissions. Offerors may submit past performance information for contracts performed within the last three years for the base contract proposals and for contracts performed within the last six months for the Task Order proposals.

QUESTION: L.12 - Volume Description, Page 13 - Volume descriptions in Paragraphs L.12.1.3 through L.12.1.6 do not match volume descriptions L.12. Will the Government please revise Paragraph L.12.1.3 to reflect LPMO Task Order and adjust the follow-on paragraphs accordingly?
ANSWER: Yes, the solicitation will be amended to conform the volume numbers recited in Section L.12 to the subsequent sections.
57
QUESTION: Section L, L.12.1.1 - In Section L, the Government has established a 75 page limit for Volume 1 (Base Contract Technical Proposal). Section L also requires the offeror to include the following plans in Volume 1:
· A training plan that addresses all elements of Exhibit E –Contractor Furnished Training;
· A comprehensive logistics management plan as specified in C.4.3.8 of the SOW;
· An augmentation plan that demonstrates the proposers ability to respond to workload fluctuation in a timely manner; and
· A summary of the proposed “Quality Control Plan,” i.e., the quality processes (practices, resources, and activities) and minimum controls that will be used to ensure full compliance with all performance objectives and standards.
The total page count required to provide an appropriate written response to each of the plans identified by the Government can easily exceed the 75 page limit for Volume I. In fact, the requirement to provide a comprehensive Logistics Management Plan could easily exceed the 75-page limit by itself. This would result in no remaining page count for the offeror to respond to the other Section L and Section M criteria.
Will the Government consider removing the aforementioned plans from the Volume I, 75-page limit and allow the offeror to provide them as non-page counted attachments to Volume I?
ANSWER: The Offeror is responsible for determining how it will succinctly describe its approach to each requirement in its proposal within the established page limitation.

QUESTION: RFP Sections L.5, L.9, L.11, and C.4.3.8.4, H.21.2 and H.22 - Certain volumes within the solicitation contain maximum page count restrictions.
Please clarify if the following examples will be included in the page count limit for each of the particular/applicable volumes:
- Resumes for Task Order proposals
- Proposal front matter (Table of Contents, Acronym listing, Compliance matrix, etc.)
- TOMPs from Subcontractors
- Additional documents required by Section H clauses
ANSWER: Resumes shall be included as an attachment to Volume 2 proposals and shall not be considered in the page limitations. See Section L as amended.
Proposal front matter, i.e., information that is not necessary for proposal evaluation but is provided for the convenience of the evaluators, is excluded from the page count limit.
TOMPs from subcontractors are included in the page count limit since they are included in Volume 2 and will be evaluated.
Offerors may include any information required by Section H in the Business / Socioeconomic proposal, other than information explicitly specified for inclusion in the technical proposals.

QUESTION: RFP Section L.1 -52.222-46 Evaluation of Compensation for Professional Employees), RFP Section L.12.1.4 pg 20, Pricing Tables 1-10, and Exhibit C - Personnel Responsibilities and Qualifications
Section L of the RFP requests that “offerors will submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract” and further states that “Offerors shall provide, a crosswalk from each RFP-Specified Labor Category to the internal labor category.” Based upon the Labor categories and CLINs provided in Pricing Tables 1-10, Exhibit C does not identify the qualifications, skill sets or training required for all positions. In order to sufficiently address FAR Requirement 52.222-46 the Offeror will need to have an understanding of the roles and responsibilities of all positions identified in Pricing Tables 1-10.
Please provide an updated Exhibit C to include all labor categories identified in Pricing Tables 1-10 (e.g. Facility Engineer, General Vehicle Technician, PSS Guard, Non-PSS Guard, Guard Supervisor, and Guard Driver).
ANSWER: All of the above mentioned labor categories will be removed from the pricing table by amendment. However, compensation plan requirements have been updated in Section L (FAR 52.222-46 will be deleted and replaced) and evaluation criteria will be added in Section M.

QUESTION: L.12.1.4 – Volume 4: Cost/Price Proposals, paragraph 2
The government states that “Offerors shall not add labor categories or other cost elements in Tables 1 through 10.” The CLIN Structures provided in Tables 6-10 are inconsistent (i.e. only the Jerusalem Task Order lists DBA, Post and Danger). In addition, only the Jerusalem Task Order lists an “Other” ODC CLIN.
Please provide updated Pricing tables 6-10 with a uniform CLIN Structure for all Sample Task Orders to include DBA, Post, Danger and Other ODC CLINs.
ANSWER: The Government will provide a uniform CLIN structure for ODC CLINs in the forthcoming amendment.
