PART I - THE ACQUISITION PROCESS
SECTION 1 - GENERAL INFORMATION
1.1 GENERAL
The U.S. Department of State (DoS) contemplates multiple Blanket Purchase Agreement (BPA) awards for Monitors. This RFQ seeks quotations from current General Services Administration (GSA) Contract holders. Only offeror(s) whose GSA Federal Supply Schedule [i.e., Information Technology (IT) 70] contract term is in effect at the time of proposal submission and extends through the Delivery Order performance period are eligible for award.
Monitors will be standardized based on the award and all subsequent orders will be restricted to items derived from the standardization. Equipment will be peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A combined synopsis/solicitation will be posted on FedBizzOps announcing our intent to standardize equipment and establish BPAs based on the award.
1.2 BASIS FOR AWARD
The DoS will establish BPAs and issue delivery orders to the responsive and responsible offeror(s) whose proposal and product conforms to the requirements of the RFQ, the GSA Federal Supply Schedule and is evaluated as being the most advantageous to the Government, cost or price and other factors considered.
For this RFQ, price and past performance/customer satisfaction are of equal importance. The Government intends to evaluate offers and award without discussions. Therefore, the final price quote shall contain the offeror’s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
The evaluation factors are price and past performance/customer satisfaction.
1.3 PROCUREMENT TYPE
This procurement is to be conducted in accordance with FAR 8.405-1, Ordering Procedures for services not requiring a statement of work.
1.4 ORDERING PROCEDURES
Each purchase requirement will be competed amongst all federal schedule holders awarded BPAs via FedBid. Delivery orders will be awarded based on the quote offering best value to the government.
SECTION 2 - EVALUATION FACTORS AND METHODOLOGY
2.1 Evaluation Factors and Methodology
The Technical Evaluation Factor, Past Performance/Customer Satisfaction, will be evaluated using an adjectival (Outstanding, Acceptable, Marginal, Unacceptable) rating scheme. An “Unacceptable” or “Marginal” rating will result in the elimination of an offeror’s quote from consideration for award of the BPA and/or Delivery Order.
Price and past performance/customer satisfaction are of equal importance.
2.2 Technical Evaluation Criteria
The offeror shall submit a clear and complete description of its product(s) as they relate to the DoS GITM specifications and requirements. The offeror’s quote will be evaluated on its capability and evidence to meet GITM’s specifications and requirements. The evaluation will determine if offeror’s product meets technical acceptability. If the product is not technically acceptable they will be eliminated from further consideration.
2.3 Technical Evaluation Factor: Past Performance/Customer Satisfaction
The offeror’s past performance evaluation will examine how the offeror’s past performance validates expected performance and customer satisfaction based on the information provided by government sources. The Government may consider all information available on the offeror’s experience and past performance.
The Government will use the following adjectival ratings to evaluate the Past Performance factor:
Evaluation Factor:
Past Experience/Performance and Customer Satisfaction
Rating
Description
Outstanding
Offeror’s past performance is directly relevant to the required work. Customers’ feedback and performance history clearly demonstrates “Exceptional” performance. Based on the offeror’s past experience and customer feedback, essentially no doubt exists that the offeror will successfully perform the required effort.
Acceptable
Offeror’s past performance is directly relevant to the required work.. Customers’ provide feedback that clearly document “Acceptable” performance. Based on the offeror’s past experience and customer feedback, little doubt exists that the offeror will successfully perform the required effort.
Marginal
Does not meet the criteria for acceptable. Based on the offeror’s past experience and customer feedback, some doubt exists that the offeror will successfully perform the required effort.
Unacceptable
One or more examples where offeror’s past performance was rated less than “Marginal”. Based on the offeror’s past experience and customer feedback, substantial or extreme doubt exists that the offeror will successfully perform the required effort.
2.4 Price Proposal
Each offeror’s cost/price proposal will be evaluated for proposed price/cost, accuracy, completeness and cost risks. Price reductions to the GSA Schedule amounts will be evaluated. The labor categories and burdened labor rates under a GSA Schedule contract have already been determined fair and reasonable.
SECTION 3 - QUOTATION SUBMISSION FORMAT
3.1 GENERAL
DoS will validate and evaluate offeror’s final quotations submitted in response to this RFQ. Generally, quotations will be reviewed to ensure: (1) preparation in accordance with instructions of this RFQ; (2) compliance with the requirements specified in the RFQ; and (3) accuracy of final price quotation.
3.2
ADMINSTRATIVE GUIDELINES
Offerors shall provide quotes against an existing GSA Federal Supply Schedule (FSS). Items shall be on the awardee’s contract/schedule at the time of award.
Quotes should clearly indicate the FSS contract vehicle, the delivery terms (i.e. 30 days ARO, 6 -8 weeks ARO, etc.) and the manufacturer’s part numbers.
Pre-award point of contact: Felicia Goudy, 703-875-5202 (voice) e-mail: GoudyFD@state.gov
Please refrain from calling the Contract Specialist or Contracting Officer or GITM staff to inquire of the award status because this delays the process. Voice mail messages left regarding the award status will not be returned. Offerors may e-mail questions and clarifications to the Contract Specialist. Calls will be accepted to verify receipt of quotes only.

TECHNOLOGY REFRESHMENT (06/2009)
The Department of State shall have the right to require, at any time, that the Contractor offer under this Blanket Purchase Agreement hardware components available to the Contractor's commercial customers. In this way the Department of State seeks to ensure that it can obtain the benefits of new design enhancements and technological updates or advances for equipment currently on the Blanket Purchase Agreement. When requested or offered, the Contractor shall provide, within 30 calendar days of receipt of request, a refreshment proposal including the components so identified at the technology discount as indicated in the Blanket Purchase Agreement.
In the event that the Contractor is no longer able to provide the products proposed (because they are no longer being manufactured, for example), the Contractor may, with the Department's approval, remove the products from the Blanket Purchase Agreement. For products in the mandatory deliverable lists, the Contractor shall provide substitute products which shall have the functional capabilities of the products originally provided and shall meet or exceed the original products' rated performance characteristics, at the appropriate discount as indicated in the Blanket Purchase Agreement.
On an annual basis, the Contractor shall provide the Department either with a self-certification that the mandatory deliverable items currently on the Contract are state-of-the-art technology, or a technology refreshment proposal updating the mandatory deliverable items. The Department will review the Contractor self-certification and/or technology refreshment proposal for acceptability in terms of scope and the current state of technology.
For desktops, monitors and associated computer peripherals: Prior to refreshing a base computer system, the Contractor must provide the Department with a report detailing the family of products to which the base system belongs to ensure the discount structure for that family of products is maintained.
Any new technology which will upgrade, extend or enhance the components shall be evaluated if the Contractor submits a proposal outlining the proposed technology. Included in this proposal shall be pricing data (i.e., current published commercial price list) and other technical information as listed below. With the receipt of a proposal from the Contractor, the Department shall have the right to approve any or all of the proposed CLINs and to unilaterally modify the Blanket Purchase Agreement to provide for ordering of the new technology. The criteria for acceptance of the new technology proposal are as follows:
1) For mandatory deliverable items, each item must satisfy all original mandatory requirements in the technical specifications of this Blanket Purchase Agreement.
2) Each item must correspond with an appropriate existing Federal Supply Schedule contract product class code and its corresponding price discount.
At a minimum, the technology proposal shall include the following header information:
· Technology Refresh (TR) Number (unique tracking number)
· Description of the proposed TR
· Contract (Federal Supply Schedule) Number
· Blanket Purchase Agreement Number
· Contact Name
· Contact Phone Number
· Contact E-mail address
At a minimum, the technology proposal shall include the following information for each product proposed:
· Contract Line Item Number (CLIN) (unique for this Blanket Purchase Agreement)
· Name of Original Equipment Manufacturer
· Business size of Original Equipment Manufacturer
· Original Equipment Manufacturer’s Model Number
· Class Code
· Base/Mandatory/Available Component Flag
· Full Item Description
· List Price
· Blanket Purchase Agreement Discounted Price
Bundled Line Items
The Contractor may propose a single line item which bundles together a number of separate products into one CLIN provided that:
1) each of the products are available as separate CLINs on the Federal Supply Schedule Contract
2) the description for the bundled line item include the list of separate CLINs included
3) the bundled CLIN is firm fixed price
(End of text)
