(b) Travel costs shall not be burdened with any indirect costs unless specifically allowable in accordance with the Contractor's usual accounting practices consistent with FAR Subpart 31.2. In no event shall travel costs be burdened with fee/profit.
(c) The Contractor shall include a breakout of all authorized travel expenses as an attachment to his invoices. Administrative support (coordination of travel arrangements, etc.) will be the responsibility of the Contractor.
(d) Should any Contractor personnel be requested to perform in any area which has been determined by the Department of State to be a hazardous duty area, hazardous duty premium pay will be payable at the same rate as would be given to Department of State direct-hire employees pursuant to Chapter 650 of the U.S. Department of State Standardized Regulations (Government Civilians, Foreign Areas). Each employee will be notified upon arrival at any hazardous duty area of the applicable rates, terms and conditions at the time of performance. Hazardous duty premium pay shall not be burdened with any indirect costs (e.g., overhead, G and A) or fee/profit.
(e) When local travel between the Contractor employee's regular place of performance and other locations is specifically authorized by the COR, transportation expenses shall be allowable costs under this contract. For the purposes of this clause, local travel means travel within a 50 mile radius of the Contractor employee's regular place of performance and does not include daily commuting or associated costs.
(f) For travel where use of a personal automobile has been specifically authorized by the COR, reimbursement shall be computed on the basis of actual miles traveled from starting point to destination. Other related miscellaneous expenses, such as tolls and parking fees, incurred in the performance of tasks authorized under this contract, will be reimbursed. Car rentals require advance approval by the COR and will be authorized only when consistent with good business practice. Allowable costs shall not exceed the actual cost of renting a compact automobile (a maximum of one for four Contractor personnel), unless extenuating circumstances (e.g., excess baggage) require other arrangements and subsequent COR approval is obtained.
(g) The Government will reimburse the Contractor for Contractor employee's travel time to or from other authorized work locations; except that for labor categories which are exempt from the Fair Labor Standards Act, a reimbursement will be allowed only for travel during the employee's regular working hours. The Contractor will not be reimbursed for time spent in stand down or temporary layovers for the convenience of the Contractor except as authorized by the Federal Travel Regulations.
(h) The Contractor shall be responsible for ensuring that all personnel who will be required to travel outside the United States have current and valid passports. The Contractor shall also be responsible for obtaining any visas required for travel to foreign countries under this contract. The Contractor shall make no direct labor charges for obtaining/maintaining passports and/or visas.

Section C - Descriptions/Specifications/Statement of Work
STATEMENT
OF WORK; PT.
"Project Management, Database Management, Operational Maintenance, Systems Architecture, Software Design and Development"
07/30/2008
1. Introduction
The purpose of this statement of work (SOW) is to convey the requirements of the Department of State, Bureau of Human Resources Executive Office (HR/EX) to develop, implement, and support all information systems, plans, policies, and goals. The Systems Development Division (HR/EX/SDD) directs these elements. This section provides information that applies to the entire statement of work. The scope of work within this section provides the overall range of work to be performed. The later portion of the SOW provides specific requirements within the scope of work.
2. Background
The Executive Office of the Bureau of Human Resources (HR/EX) is responsible for the development and follow-on maintenance of application systems and the implementation of new technology in support of the Department’s global personnel requirements. The Bureau handles recruitment, assignment evaluation, promotion, discipline, career development, and retirement policies and programs for the Department's Foreign and Civil Service employees. HR/EX is responsible for help desk and network support, as well as web-based application development and maintenance. The Bureau supports over 1,000 local users in addition to providing technical support to multiple Department locations and posts worldwide, with a total population of approximately 25,000 employees.
The Department of State (DoS), Bureau of Human Resources (HR), has undertaken a strategic initiative to modernize its information systems and move to an open systems environment. This initiative has established the foundation for a modernized systems environment referred to as the Integrated Personnel Management System (IPMS), which currently runs on the Windows XP operating system and utilizes Oracle as its primary relational database management system. IPMS is the Bureau’s technical architecture that unifies disparate hardware platforms; eliminates redundant processes, duplicate data entry, and storage systems; and updates business applications in compliance with requirements needed to support the Department’s ability to cultivate a highly effective, flexible, diverse workforce. This program provides the Department and other federal agencies represented abroad to carry out its mission through effective utilization of its human resources, information assets, and cost-effective, well-maintained infrastructure and operations.
3. Purpose
The purpose of this SOW is to obtain the technical expertise for application development and maintenance to all components of the IPMS. Application development is defined as any and all new applications required to support the IPMS, as well as to provide those requirements approved by the government to enhance HR/EX’s overall functional areas. The contractor shall install configure and apply IPMS software/updates as specified in the SOW.
3.1 IPMS System Components
The Bureau of Human Resources, Systems Development Division is responsible for the development and follow-on maintenance of Human Resource Management (HRM) focused application systems and the implementation of new technology in support of the Department’s global personnel requirements, as well as database administration, help desk operations, and network infrastructure. The Bureau supports over 1,000 local users, in addition to providing technical support to multiple Department locations and posts worldwide, with a total population of approximately 25,000 direct hire employees.
The DoS Bureau of Human Resources (HR) has undertaken a strategic initiative to modernize its information systems and move to an open systems environment. This initiative has established the foundation for a modernized systems environment referred to as the Integrated Personnel Management System (IPMS). IPMS currently leverages the following technologies: Microsoft Windows XP client operating system; Microsoft Internet Explorer 6 and 7 internet browsers; Microsoft Windows 2003 servers; Oracle 9i and 10g; and Microsoft SQL Server 2000 and 2005. All of these environments operate in accordance with Department of State configuration guidelines.
IPMS provides the Bureau’s technical architecture that unifies disparate application architectures; eliminates redundant processes, duplicate data entry, and storage systems; and updates business applications in compliance with requirements needed to support the Department’s ability to cultivate a highly effective, flexible, diverse workforce. This program provides the Department and other federal agencies represented abroad with information technology solutions to carry out its mission through effective utilization of its human resources, information assets, and cost-effective, well-maintained infrastructure and operations (formally referred to as Diplomatic Readiness).
IPMS System Components
The IPMS program initiative is comprised of four major components: Global Employment Management System (GEMS), the HR Bureau Knowledge Center (HRKC), HR Online, and the Post Personnel System (PS).
GEMS
GEMS is the primary component of IPMS. It is a federalized commercial-off-the-shelf (COTS) Human Resource Management System (HRMS) purchased from PeopleSoft, which was implemented on April 19, 1999, to replace the Department's aging, non Year 2000 compliant mainframe personnel application, and provides internal and external interfaces (e.g., HR Online, Consolidated American Payroll Processing System (CAPPS), Student Training Management System (STMS), and the Knowledge Center). The DoS core PeopleSoft HRMS package consists of Human Resource Administration, Benefits, ePerformance, and a custom-built payroll interface module. The initial implementation of GEMS focused on replacement of legacy functionality to support personnel transaction processing for the Department’s direct-hire employee base.
The system rollout supports Department-wide executive and HR program offices, financial management/payroll offices, personnel security offices, etc., with an estimated customer base of 1,000 domestic users. GEMS is integrated with additional modules to support new appointment processing, workflow processing, automatic actions (within grade increases and COLAs), position management, employee maintenance, salary planning, and the OPM Central Personnel Data File (CPDF)/Enterprise Human Resources Integration (EHRI) reporting. The current version of GEMS in production is PeopleSoft 8.8.
GEMS is a vital component in the overall effort of the Department to recruit, develop, and retain the personnel necessary to accomplish its mission. The capabilities in the currently deployed modules are the foundation for future implementation and integration of additional human capital business functions, as well as other integrated custom modules made available through the use of the PeopleSoft toolkit. Key target functions include new legal requirements, enhanced performance evaluation processing, advanced processing for automated actions, security modeling, enhanced reporting and workflow, and system monitoring and measurement capabilities.
Additional PeopleSoft delivered HR components and required DoS personnel business processes will also be evaluated for inclusion in subsequent releases, e.g., eAPPs suite to include competency management, selection and recruitment, benefits administration, employee services, as well as archiving and data warehousing, etc.
The ultimate intent of the GEMS project is to strengthen DoS’s Human Resources processes and practices by adopting the best practices inherent in the PeopleSoft Human Capital Management (HCM) solution, thereby bringing DoS into compliance with DoS, OMB, OPM, and JFMIP requirements.
Bureau Knowledge Center
The HRKC is the Bureau’s data warehouse that is accessed using Business Objects, a COTS reporting tool, through an application client interface or a controlled web site on the Department’s intranet that provides users with general HR Bureau personnel data. The mission of the HRKC is to create a solid foundation for the HR Bureau Knowledge Management effort through collaboration and information sharing between the HR Bureau and DoS Knowledge Workers.
HR Online
HR Online is a suite of custom developed web-based applications that enforces business processes and captures personnel information that is not currently available in GEMS. It also allows employees access to their personnel data collected by the Department. It provides an automated user registration, single log on, and authentication. After log on, it controls user access to applications and application data based on roles assigned to the user. HR Online provides technical support staff with error logs to facilitate assisting HR users with system problems. Ultimately, HR Online will be the single access point for all HR web-based applications.
Post Personnel

STATEMENT
OF WORK PT.2
"Project Management, Database Management, Operational Maintenance, Systems Architecture, Software Design and Development"
5. Contractor Qualifications and Constraints
The contractor shall provide personnel with clearances at the SECRET and TOP SECRET level, as appropriate for their position. The nature of the work allows direct, unsupervised access to data from multiple databases with possible exposure to classified material, as well as attendance at meetings at the Secret or Top Secret level.
For this reason, contractor and all contractor personnel involved in completing this scope of work for the DoS must be citizens of the USA. Offerors must ultimately possess a Defense Security Service (DSS) Top Secret Facility Clearance (FCL) for contract performance. Firms with an FCL at a lower level (Interim Secret or Final Secret) would be eligible for contract award but will be limited to competing on contract awards up to the Secret level only. The Bureau of Diplomatic Security will sponsor the selected offeror who is either uncleared or who only posses an Interim Secret or Final Secret FCL for a Top Secret FCL.
As contract performance is contingent upon issuance of an FCL, it is imperative that the offeror cooperate with all requirements and deadlines imposed by DSS. A time period of 90 days will be allotted for the issuance of an FCL. If the offeror does not have the requisite clearance within that timeframe, the Government reserves the right to award to the next qualified offeror. Other than U.S. government sponsorship for the FCL, the Department of State assumes no responsbility for clearance processing.
If an individual is only required to perform a task during an option period, their security clearance must be obtained prior to that option period being exercised. All contractor personnel will require security in-processing, including clearance in accordance with Homeland Security Presidential Directive 12, before access will be granted to the work site. Security clearances for all contractor personnel shall meet the below requirement:
• Top Secret clearances are required for all personnel that are participating in development or application operations and maintenance activities requiring administrative privileges to any and all servers within HR.
These positions are defined as Oracle database administrators (ODBA), project managers, and senior network analysts.
• Secret clearances are required for all other personnel assigned to this contract. These positions include, but are not limited to, application developers, analysts, testers, help desk support, WEB developers, and junior network analysts.
The determination of required clearance levels shall be made by the Chief of HR/EX/ESD, COR or the government project manager and will be based on the functional position.
6. Safeguarding Information
The contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract, which has not been made public, except in the necessary performance of their duties or upon written authorization of the contracting officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use of and become the exclusive property of the U.S. government. Furthermore, no data, database records, article, book, pamphlet, recording, broadcast, speech, television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the contracting officer. These obligations do not cease upon the expiration or termination of this contract. The contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder.
7. Travel
This contract does not require recurring travel. However, incidental travel may occur in order to execute related tasks and subtasks. In cases where travel is required, the contractor shall provide the Chief, HR/EX/ESD, COR, and/or GPM with estimated travel costs and receive approval prior to travel. Travel costs will be invoiced separately and documentation supporting the costs must be provided. All travel will be conducted in accordance with FAR 31.205-46 and the Federal Travel Regulation. The government WILL NOT incur any costs for travel not approved. See travel clause for any additional information required.
8. Training
The government shall not be charged any costs incurred by the contractor as a result of providing training to its personnel to meet or maintain the technical qualifications specified in this SOW. This includes any training required by the contractor to meet the technical skills for upgraded/new operating and application environments. This includes, but is not limited to, courses, books, and enrollment fees or staff hours.
9. Personnel
All proposed personnel must submit resumes and be accepted by the government project manager(s) prior to beginning work on this contract. Additionally, all personnel must have a current security clearance, commensurate with the requirements of the labor position to be filled.
9.1. Key Personnel
The contractor shall assign to this contract the following key personnel. See attachment one for key personnel chart to be completed for proposal submisison.
The contractor shall agree that a partial basis for award of the contract is the list of key personnel proposed at attachment one. Accordingly, the contractor agrees to assign to this contract those key personnel whose resumes were submitted with the proposal necessary to fulfill the requirements of the contract. No substitution shall be made without prior notification to and the concurrence of the government project manager and contracting officer representative. During the first ninety (90) days of performance, the contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment of the key personnel.
All proposed substitutes shall meet or exceed the qualifications of the person to be replaced. The chief of the respective division and the contracting officer representative shall be notified in writing of any proposed substitution at least forty-five (45), or ninety days (90) if a security clearance is required, in advance of the proposed substitution. The notification shall include the following.
• Explanation of the circumstances necessitating the change prior to the removal or substitution.
• A complete resume of the proposed substitute.
• Any other information requested by the government project manager to enable him/her to judge whether or not the contractor is maintaining the same high quality of personnel that provided the partial basis of award.
9.2. Additional Personnel Requirements
The contractor must submit in writing to the government project manager notification of any and all personnel, not considered as key personnel, being removed from this contract, at least 14 working days prior to departure date.
Such notification shall contain the same information as required in section 9.1 above. In the case of emergencies (illness, death, or termination of employment), where the 14-day notification requirement is not possible, substitute personnel shall be immediately proposed in accordance with the requirements of this statement of work.
The contractor must, at the time of the notification of the person being removed from the contract, submit the resume of projected replacement personnel to the respective division chief.
The contractor’s on-site project manager and/or government project manager must obtain the Department of State building pass from the departing individual and deliver it to the building pass coordinator, who shall notify Access Control to deactivate the badge.
Proposed substitutes for ALL personnel shall meet or exceed the desired qualifications requirements set forth in the contract and possess the appropriate security clearances. The government project manager shall receive, review, and approve the resumes of ALL replacement personnel proposed by the contractor. Interviews of proposed personnel are also required.
The government project manager shall review the resumes of all personnel, including sub-contractors and consultants that are proposed by the contractor, and shall approve the individuals prior to performance under this contract. All such individuals shall have the appropriate security clearances.
