About this file
This is a sample project scenario document prepared by the City of Santa Monica's Community Broadband Division to evaluate cost competitiveness for an on-call fiber optic infrastructure services contract. The project encompasses four primary service categories: underground utility construction including 500 linear feet of 2-inch HDPE conduit via open trench, two polymer concrete pull boxes, one traffic-rated vault, and 500 square feet of asphalt restoration; fiber installation and splicing involving 1,000 linear feet of 144-strand single-mode fiber, 24 fusion splices, and one rack-mounted patch panel installation; building cabling consisting of one exterior wall penetration with core and fireseal, 100 linear feet of 1-inch EMT conduit, and fiber termination in a customer telecom room; and small cell installation with two radios mounted on an existing streetlight pole, 100 linear feet each of fiber and power drops, and circuit termination in a streetlight cabinet. The scenario also includes 16 crew hours of traffic control for lane closure with signage and flaggers. The related invitation to bid was posted February 26, 2026, with vendor questions due by March 11, 2026, and bid submissions due March 26, 2026, at 3:00 p.m. Pacific Time. The successful contractor will be awarded a five-year on-call contract to provide responsive services on an as-needed basis throughout Santa Monica.
Bidders must submit unit pricing for all service categories and fully burdened hourly labor rates through the City's online vendor portal, with pricing firm for 90 days from bid opening. The selected contractor must hold minimum California contractor licenses (Class A General Engineering and Class C-10 Electrical), maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident, Workers' Compensation with statutory limits, and Pollution Liability of at least $1,000,000 per occurrence. Prevailing wage requirements apply under California Labor Code sections 1770 et seq., and only the successful bidder will submit a payment bond. No specific award value or budget range has been disclosed; compensation will be structured as a not-to-exceed amount with invoicing based on work completion and City payment within 30 days. No set-aside designations or disadvantaged enterprise restrictions are specified. The City retains termination rights without cause upon ten days' written notice or for default with five days to cure.
