On-Call Fiber Optic Infrastructure Services (Construction, Maintenance & Repair)

2 Introduction

2.1 Summary

The City of Santa Monica is seeking a qualified and experienced telecommunications construction contractor for on-call fiber optic utility construction and related services. Managed by the Community Broadband Division, this contract will support the City’s efforts to expand, maintain, and enhance its municipal fiber network infrastructure across various public and private locations.

The selected contractor will be responsible for a range of services including underground utility construction, fiber optic splicing, building cabling, and small cell equipment installation. Work will be assigned on an as-needed basis over a five-year term. The City requires a responsive and capable partner who can deliver high-quality work, meet short-notice and after-hours service needs, and support the City’s long-term broadband goals.

This contract offers a unique opportunity for a single firm to play a key role in supporting Santa Monica’s digital infrastructure and connectivity initiatives through reliable, professional, and flexible service delivery.

2.2 Background

The City of Santa Monica has developed a municipal fiber optic network to support a wide range of City services, including internal communications, public safety systems, and smart city infrastructure. This network is managed by the Information Services Department through it's Community Broadband Division and plays a key role in enabling reliable, high-speed connectivity across City facilities and strategic locations.

The network supports both public and private sites. It connects over 40 City buildings—including schools and college facilities—and enables services such as public Wi-Fi in parks, public safety video cameras, and real-time parking information systems. It also extends to private locations, including multi-unit affordable housing developments and commercial properties through leased broadband and dark fiber services.

The fiber network also supports smart city systems, which include technologies such as adaptive traffic signals, environmental sensors, smart parking, and energy-efficient street lighting. Additionally, it enables the deployment of small cell infrastructure to improve wireless coverage and capacity.

To ensure the continued performance and expansion of this infrastructure, the City is seeking a qualified contractor to provide on-call construction, installation, and maintenance services throughout the City.
