Prevailing Wage Determination Email Summary
This document is an email correspondence regarding a prevailing wage determination request from the City of Santa Monica's Information Services Department to GCAP Services, Inc., a labor compliance consulting firm. The City is seeking prevailing wage classification for an on-call fiber optic infrastructure services contract that encompasses multiple service categories: underground utility construction (excavation, trenching, conduit installation, pavement restoration, and traffic control); fiber optic cable installation and splicing (pulling, fusion splicing, termination, splice enclosure installation, and testing to industry standards); building cabling (installation within commercial, residential, and municipal buildings with coordination for minimal disruption); small cell equipment installation (mounting radios and antennas on poles, installing power and fiber drops, and functional testing); and optional engineering and project management services (field surveying, structural analysis, engineering drawings, and project coordination). The contract is structured as a five-year on-call engagement with the City retaining the right to request related fiber optic services reasonably associated with the defined scope, with contractor labor rates applying unless otherwise approved in writing.
Kim Morales, the Labor Compliance Analyst at GCAP Services, confirmed that the project would be covered under prevailing wage requirements and requested specific information from Ashley Townsend, the City's project contact, including the contract number, project title for DIR registration, prime contractor name, bid first advertise date, contract amount, federal funding status, Caltrans governance determination, expense/charge account, COSM Division assignment, and project manager designation. The email indicates this is an initial information-gathering phase for prevailing wage compliance documentation prior to the RFP posting.
