About this file

This is a comprehensive technical specification document for maintenance dredging operations at Naval Submarine Base Kings Bay, Georgia, paired with a related Request for Information regarding beneficial use of dredged material for salt marsh restoration.

The maintenance dredging specification (Contract W912EP25B0009) requires excavation and disposal of material from multiple locations within Kings Bay to restore required depths ranging from 39 to 47 feet, with a two-foot allowable overdepth. The base work includes dredging at nine designated areas (Range H-I, Upper Turning Basin, Range G-H, Explosive Handling Basin, Range E-G, Magnetic Silencing Facility, Site Six North and South, Medium Auxiliary Repair Dock, Explosive Handling Wharves, Refit Wharves, and Dry Dock Caisson Gate facilities) with dredged material placement at Disposal Area Crab Island. Three optional work items include additional weir riser boards, secondary maintenance dredging at reduced locations, and mobilization/demobilization for secondary dredging if demobilization occurs after base work completion. The contract mandates use of the National Dredging Quality Management Program (NDQMP) with real-time data transmission for both pipeline hydraulic dredges and scow operations, comprehensive environmental protection measures including water quality monitoring with specific TSS standards (less than 500 mg/L), bird monitoring from April through August, manatee and marine turtle protection protocols, and strict limitations on noise (85 decibels maximum at 300+ feet from buildings). Contractor personnel must obtain security clearances and DBIDS credentials for Naval Submarine Base access; all dredging is subject to extensive quality control requirements including three-phase control systems, hydrographic surveys by certified Professional Surveyors and Mappers, and daily operational reporting. The specification also addresses hazards including potential Munitions and Explosives of Concern (designated as "No Probability" for this site), utility crossings, and cultural resource protection, with strict protocols for addressing any inadvertent discoveries. The related RFI seeks industry input on reliable and efficient methods for beneficially placing approximately one million cubic yards of dredged material annually into surrounding salt marshes to achieve restoration while reducing shoaling, with placement rates averaging 6,000 cubic yards per day and anticipated as a multi-year effort supporting both initial restoration and long-term maintenance sustainability.

SECTION 00 33 50 WEATHER, WATER STAGE AND TIDE DATA

SECTION 00 33 50 Page 1

1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying.

a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the East River. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect areas near the inlet, south of the project area, any time of the year and could affect mobilization or demobilization activities that utilize this area.

Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and Table 1. The elevations in Table 1 are taken from NOAA’s Tide Station 8679511 (Kings Bay, GA). These elevations are based on data from a one-year analysis from January 1990 to December 1990 from a gauge located on a T-pier withing Kings Bay Naval Submarine Base, which is within the limits of the project area.

These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983-2001 and are based on a controlling tide station near Fernandina Beach, Florida (NOAA Tide Station 8720030).

Additional tidal data on stations in the vicinity of the subject project area can be found at the following website: https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website:

https://tidesandcurrents.noaa.gov/tide_predictions.html.

b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.

i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station ST63401 is in roughly 15.0 meters (m) or 49.2 (ft) of water relative to the Mean Sea Level (MSL) datum at 30° 40.0' N, 81° 15.0' W. This station lies approximately 12.0 miles east of the mouth of the St. Marys River. Available data includes a hindcast time series of wave height, wave spread, wave period, wave and wind direction, and wind speed at 1-hour intervals for the 43-year period of 1980-2023. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: https://wisportal.erdc.dren.mil/.

iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Georgia projects are found at the following website:

https://www.ndbc.noaa.gov/.

SECTION 00 33 50 Page 3

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida and southeast Georgia. Notably, hazardous thunderstorms can occur in this area at any time of the year.

i. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.

NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006- 2020. NOAA’s Brunswick 23 S, GA gauge (ID USW00063856) is located roughly 2.0 miles east of the project area at 30° 48.5' N, 81° 27.6' W. The most applicable period for data at this site is likely 1991-2020 and is found at the following website: https://www.ncei.noaa.gov/maps/normals/.

Consent to an NCIC is codified using Department of the Navy Population Identification Card Base Access Pass Registration (SECNAV Form 5512/1), which is available at https://www.cnic.navy.mil/om/dbids.html. Before the SUBASE Commanding Officer (CO) or representative grants an individual access to SUBASE Kings Bay, the results of the NCIC background check must be reviewed and found to not meet disqualifying criteria (See Appendix B). Specific conditions or offenses considered prejudicial to good order, discipline, and morale of the installation constitute permanently disqualifying fitness determination standards.

Obtain access to Navy installations through participation in the Defense Biometrics Identification System (DBIDS). Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.

Gate permits into the Naval Submarine Base, Kings Bay Complex are obtained at the Contractor Pass and I.D. Facility, Building 6011, Franklin Gate, Naval Submarine Base, Kings Bay, Georgia, and only during Franklin Pass and ID office hours (0600 - 1430, Monday through Friday, last customer intake by 1420). The office is closed on weekends and observed holidays.

Commercial vehicles will access the installation through the Franklin Gate. All Weight Handling Equipment will be inspected at Franklin Gate prior to entry by Naval Facilities Engineering Systems Command (NAVFAC) SE

Public Works Transportation Department. Seatbelts are required to be worn by all persons operating or riding in any vehicle onboard SUBASE Kings Bay. No riders are allowed in beds of pickup trucks or vans. Use of cell phones while operating a vehicle on DoD Installations is NOT authorized.

Additional security screening for access to worksite is required and accomplished through a government issued trustworthiness determination and in accordance with the Waterfront Restricted Area (WRA) access requirements (SWFLANTINST 5530.7); therefore, know and/or perform the following:

a. No more than 5 calendar days after receipt of Notice to Proceed (Partial), the Designated Contractor Security Administrator will submit a Contractor Intake Form with all contractor employees requiring access to SUBASE Kings Bay Security Manager at Building 1063 Fluckey Hall, and submit a Contractor Intake Form - Submission Notification to the Contracting Officer. An Excel file of the Contractor Intake Form will be provided by the Government. The SUBASE Security Manager will determine if contractor employees have met the access requirements and at their discretion, will initiate the National Background Investigation Services (NBIS) electronic application (eApp) for a trustworthiness determination (or Tier 1 Investigation). New investigations require contractor employees to complete electronic forms through NBIS eApp. The NBIS eApp email link is only valid for 5 five days. If contractor employee fails to activate the NBIS eApp link, one reset will be granted.

b. Upon submission of the necessary documentation through NBIS eApp, the contractor employee will report to Building 1063 Fluckey Hall Security Office and request digital fingerprints. The Designated Contractor Security Administrator will notify the SUBASE Security Manager when contractor employees have submitted fingerprints. At the discretion of the SUBASE Security Manager, an interim 90-day Unescorted access badge can be granted to the contractor employee after the NBIS eApp and fingerprints are submitted and investigation shows "Open" in Defense Information Security Systems (DISS). Once the T1 is open, SUBASE Security Manager hands off to NAVFAC's Industrial Security Specialist/COR to initiate Badging and any subsequent visit requests for the contractors. Once NAVFAC signs the Access badge, the PIDAS Access Request Form will need to be submitted by NAVFAC Industrial Security Specialist. Two additional interim 90-day Unescorted access badges can be granted at the discretion of the SUBASE Security Manager. The contractor employee must receive a "Favorable" determination after the 270 days from the original "Open" date (three consecutive 90 day periods) in order to maintain Unescorted status. It is the Contractor's responsibility to ensure the screening process is completed prior to the commencement of work.

If a "Favorable" determination is not obtained by the 270th day of the "Open" date, the individual will require an escort. Unescorted access to the WRA to employees with open T1's will only be given if fingerprint results come back good and the SF-85 has been reviewed and has a favorable standing.

c. Once the DBIDS Badge is issued, submit a copy of SUBASE Badge application to NAVFAC Security. Personnel will report to Franklin Gate Pass and ID Office to be enrolled into the WRA Perimeter Intrusion Detection and Assessment System (PIDAS) and have their badge encoded for entry. PIDAS includes an Automated Entry Control System

SECTION 01 11 00 Page 8

(AECS) which is required for WRA entry.

1.8.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. Calibrate all projects constructed and maintained to a tidal datum to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.8.2 Layout

From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
