About this file
This is a Geotechnical Data Report prepared by the U.S. Army Corps of Engineers Jacksonville District in August 2024 documenting subsurface conditions for maintenance dredging operations at Naval Submarine Base Kings Bay in Camden County, Georgia.
The report contains comprehensive geotechnical field investigation data including vibracore boring logs from 25 locations across the project area, with elevations ranging from approximately -5.4 feet to -63.7 feet MLLW (Mean Lower Low Water). Materials encountered consist primarily of fine to medium-grained quartz sands interbedded with silty and clayey fine sands, with varying amounts of gravel-sized shell and limestone fragments depending on location and depth. The report provides laboratory testing results including grain size analysis, Atterberg limits, organic content, specific gravity, and sedimentation rate data for 16 boring locations. Index testing data indicates materials classified primarily as sand (SP, SM, SP-SM), silt (MH, ML), and gravel (GP, GM) classifications per the Unified Soil Classification System. Sedimentation rate testing results show remaining settling heights ranging from 2.2 cm to 26.2 cm with corresponding concentrations from 381.68 to 2273 g/L. The document establishes baseline subsurface conditions essential for evaluating dredging methods and material placement strategies for the anticipated one million cubic yards annual dredged material placement into surrounding salt marshes as part of the beneficial use restoration program. All boring locations are precisely documented with State Plane coordinates (NAD83, Georgia East), and the report notes that recovered materials are no longer available for inspection, cautioning prospective offerors to conduct their own geotechnical evaluations prior to bid submission.

GEOTECHNICAL DATA REPORT
1 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings. The associated boring logs and laboratory data are presented in paragraphs 4.5 and 4.6, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
Items discussed in the character of materials paragraph may not appear explicitly on the boring logs. Based on historic knowledge of the project area, the character of materials paragraph includes items that supplement the data documented by the boring logs. When reviewing the boring logs, use all of the data on the logs, including the materials description, legend, and blow counts. When evaluating the subsurface conditions, use all of the data, including the character of materials paragraph and boring logs.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.
2 CHARACTER OF MATERIALS
2.1 THE LOCAL GEOLOGY
The shallow sediments on the upland adjacent to Kings Bay Inner Channel are typified as fine to medium-grained sands interbedded with silty and/or clayey fine sands that extend to a depth of at least 50 feet below ground level.
Kings Bay Naval Submarine Base is situated at the edge of a salt marsh. The present marshlands surrounding Kings Bay developed over the past several thousand years as sea level slowly rose to reoccupy the area behind the existing barrier islands. Marshland sediments anticipated to be part of the shoaled maintenance dredging areas consist primarily of current-borne sands, silts, and clays, in addition to a significant quantity of organic material contributed by indigenous plants and animals.
2.2 MATERIALS ENCOUNTERED
Special information regarding materials is provided in the Special Instructions paragraph of the Dredging Specifications, Section 35 20 23; in situ rock is not required to be dredged. Due to the age of borings, the material recovered are no longer available for inspection. Prospective offerors are cautioned to use great care in the evaluation of provided data.
2.2.1 Channel O&M, Ranges E through I, Stations 31+800 through 48+175
The materials to be removed from the maintenance areas in the federal channel accumulated as a result of shoaling since the previous dredging and dredged materials descriptions are based on current and historical records. Depending on the location or depth, these materials will consist primarily of fine to medium-grained quartz sand, silt, and clay, with various amounts of gravel sized shell and/or limestone fragments.

00 31 32 - 3
2.2.2 Special Feature Areas, to Include Magnetic Silencing Facility – North, Magnetic Silencing Facility – South, and Site Six – South
The materials to be removed by maintenance dredging from the special feature areas outside the federal channel are described by VB-KBIC13-03 (MSF – South), VB-KB15-49 (Site Six – South), and VB-KB15-61 (MSF – North); the material encountered accumulated as a result of shoaling since the previous dredging in 2024 and dredged materials descriptions are based on current and historical records. Depending on the location and/or depth, these materials will primarily consist of silty sand, silt, and clay. Gravel sized shell and/or limestone fragments may also be present.
3 DEFINITIONS
Definitions not explicitly indicated in the sections below are typical industry standard definitions from their respective ASTMs.
3.1 DEFINITIONS OF BASIC TERMS

4.3 SUMMARY OF ADDITIONAL LABORATORY TESTING DATA
Sedimentation rate curves were obtained for this data set. Testing results are summarized in the table below. Test data sheets are included in paragraph 4.7.
50 grams of moist specimen is placed into a 100-ml beaker, the tube is filled to the 100-cm mark with water and mixed thoroughly. The sediment height in the tube is recorded in intervals for 24 hours as it is settling in the tube.

4.4 BORING LOG NOTES
All borings were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner until refusal was encountered. Refusal is defined as no additional penetration of the vibracore

4.6 BORING LOGS
Applicable boring logs are presented on the following pages.
The borings presented in this section are available historic borings within the project area. Most of the materials within the project template presented on the boring logs have been removed by previous dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.
While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected. Accordingly, prospective offerors shall form their own conclusions from the examination of the recovered materials prior to submission of their offer.
