About this file
This is a sample deliverables-based budget template document prepared for the Massachusetts Department of Elementary and Secondary Education (DESE) in support of a Request for Response (RFR) regarding English Learners with Disabilities Guidance and Resource Revision. The document provides guidance on structuring budget narratives and cost allocations across multiple work streams and fiscal years. The sample budget consolidates nine original RFR deliverables into five primary deliverables: (D1) Revised Project Plan, Timeline, and Budget to be completed within the first two months; (D2) Bimonthly or monthly phone and written progress updates to DESE; (D3) Data Collection and Interim Memos including extant documentation review, key informant interviews, surveys, and school site visits; (D4) Draft and Final Year-End Reports summarizing annual findings; and (D5) Draft and Final Synthesizing Reports for DESE review and approval occurring in the final project year. The sample timeline spans three fiscal years (Year 1: 6/22 approval through 6/23; Year 2: 7/22-6/23; Year 3: 7/23-6/24), with deliverables distributed throughout the contract term to maximize resource efficiency.
The budget template illustrates cost allocation methodology organized by deliverable, fiscal year, and staff member, with line items for labor hours and rates, travel expenses, consultant services, communications, and other direct costs (ODCs). The sample format shows total pricing broken down by period, staff roles with corresponding hours and costs, and cumulative year-total calculations. Labor costs are attributed to key personnel including a Principal Investigator and Project Manager, with provisions for subcontractor support in data collection and report writing. The document serves as a template for vendors responding to the DESE RFR to structure their own cost proposals using the same deliverables-based framework, ensuring consistency in budget presentation and enabling comparative evaluation across bidders.

SAMPLE DELIVERABLES-BASED BUDGET
1. Budget Narrative. Please create a budget like this for each of the work streams in the RFR/RFI/RFQ.
Introduction: This appendix includes an explanation of the purpose of each deliverable and a description of the costs in our budget. The RFR identified nine deliverables; we have grouped some of those deliverables together to maximize efficiencies in the allocation of limited resources to the large scope of work. We therefore propose five deliverables (D) for this project.
D1. Revised Project Plan, Timeline, and Budget: For the first deliverable, we will combine the first three deliverables identified in the RFR:
Deliverable 1: “Detailed project plan, timeline, and deliverables” Deliverable 2: “RQs and research design” Deliverable 3: “Budget based on project deliverables” We combined these three deliverables because the components are interrelated, and they can be completed efficiently and effectively in the first few months of the project. Having these components finalized early also allows the project team to begin instrument development as early as possible. We will submit the finalized evaluation plan, including the timeline, deliverables, RQs, research design, and budget within the first 2 months of the project. These components will be developed in collaboration with DESE.
Our total budget for this task is $X, representing costs that will be incurred only in Year 1. The costs include X hours of staff time for coordinating meetings with the project team and DESE; meeting with DESE project managers and research staff to plan and design the evaluation, revise the plan, and plan components as necessary; and conducting internal quality review procedures. Principal Investigator FIRST NAME LAST NAME and Project Manager FIRST NAME LAST NAME will lead these efforts.
D2. Phone and/or Written Updates: THE ORGANIZATION will host bimonthly or monthly calls (via GoToMeeting) and submit monthly progress reports to DESE (RFR Deliverable 4). The progress reports will detail project activities, successes and challenges, and any resulting updates to the project plan or components.
The total cost of this deliverable will be $X spread across all X years of the project. The cost includes X hours of THE ORGANIZATION staff time to develop the reports, as well as reproduction and communications costs for the work.
D3. Data Collection and Interim Memos: The third deliverable corresponds to Deliverable 5 in the RFR, “Interim Update Memos and/or Presentations Providing Data and Feedback.” We have renamed this deliverable “Data Collection and Interim Memos” to more accurately reflect the work that will be conducted. The deliverable will include the collection and analysis of extant documentation, key informant interviews and X number of surveys, and school site visits.
Our total budget for this task is $X spread across Years 1 through X of the project. The costs include X hours of labor for the Principal Investigator, Project Director, and research team. We also have accounted for time for the subcontractor, FIRST NAME LAST NAME, to assist in data collection and analysis, and travel costs to the district and school sites. The evaluation memos will consist of reporting on findings from a single data source; in others, the memos will consist of final versions of data collection instruments.
D4. Draft and Final Year-End Reports: For the fourth deliverable, we will combine Deliverable 6 (“Draft final year-end reports”) and Deliverable 7 (“Final year-end reports”) identified in the RFR. We combined these two deliverables because we will report on findings from the evaluation using both of these mechanisms, as described in the “Reporting and Timeline” section of the Project Narrative. For all years of the project, we will submit a draft and final version of an end-of-year synthesis report that will summarize findings across all data sources for the given year. The timing and content of these reports will be decided in conjunction with DESE and based on our proposed research design.
The total cost of this deliverable is $X, spread across Years 1 through X of the project. It includes X hours of staff time for the Principal Investigator, Project Director, and the research team. We also have accounted for time for the subcontractor, FIRST NAME LAST NAME, to assist in the report writing.
D5. Draft and Final Synthesizing Reports: For the fifth deliverable, we will combine Deliverable 8 (“Draft final synthesizing report for DESE review and comment” and Deliverable 9 (“Final synthesizing report for DESE approval”) identified in the RFR. We combined these two deliverables because they are interrelated, and the final report will build on the draft report.
Our total budget for this task is $X, occurring only in Year X of the project. The budget includes X hours of staff time for the Principal Investigator, Project Director, and the research team. We also have accounted for reproduction costs, communications, and subcontractor time.
