About this file

This document is an evaluation criteria scorecard for the Massachusetts Department of Elementary and Secondary Education (DESE) solicitation 27IMESK1, which seeks to contract with a vendor to update and revise guidance for English Learners with Disabilities (ELSwD) students. The revision project aims to align existing guidance with federal and state laws, regulations, and legislation, specifically the Protect Education Equity Act, and incorporate findings from a recently completed ELSwD research project. The scorecard provides the framework that agency staff will use to evaluate all vendor responses, with evaluation occurring at an unspecified date following submission of proposals.

The scorecard establishes a 100-point evaluation system across nine criteria, each with assigned point values and multipliers. Key evaluation areas include the bidder's understanding of scope of work and project constraints (20 points); demonstrated commitment to diversity and equity with a racial equity lens (15 points); proposed key staff expertise in developing complex SEA public documents for underserved student groups (15 points); knowledge of current Massachusetts policy and legislation for ELSwD students (10 points); experience with evidence-based instructional practices for ELSwD students (15 points); stakeholder engagement and coordination experience (5 points); experience creating communication and dissemination plans for SEA guidance updates (10 points); budget completeness and value alignment (5 points); and completeness of supporting materials including project timeline, work samples, resumes, and references (5 points). Ratings range from non-responsive (0 points) to outstanding (5 points), with specific rubric definitions provided for each performance level.
