About this file

This is a cost proposal certification form for a professional services contract with the City of Santa Cruz Department of Public Works related to the design and engineering services for Pump Station No. 1 rehabilitation and Soquel Pump Station construction. The document establishes the framework for calculating hourly rates across a five-year contract duration, incorporating annual escalation percentages and estimated hours per year to determine total costs. A non-mandatory pre-proposal meeting was scheduled for February 19, 2026, at 10:00 am; written questions were due by February 26, 2026, at 5:00 pm; and proposals were due by March 13, 2026, at 5:00 pm via the City's e-Procurement Portal. Respondent selection and negotiations were anticipated for March 31, 2026, with a Notice to Proceed targeted for May 1, 2026. The contract term extends from the Notice of Award through the FEMA BRIC Phase I Design performance deadline of March 2027, with potential extension at CalOES discretion and liquidated damages of $1,000 per day for delays beyond the scheduled deadline.

Cost proposals must utilize a Cost Plus Fixed Fee structure with detailed hourly rates, indirect cost rates, and fixed fees. All direct costs must be certified as actual, reasonable, allowable, and allocable in accordance with Generally Accepted Accounting Principles, contract terms, Title 23 United States Code Section 112, 48 Code of Federal Regulations Part 31, 23 Code of Federal Regulations Part 172, and 48 Code of Federal Regulations Part 9904. The project is funded through a Federal Emergency Management Agency Building Resilient Infrastructure and Communities grant administered by the California Governor's Office of Emergency Services, with an approximate project budget of $1,800,000. Proposers must maintain Professional Liability insurance with limits of $2,000,000 per occurrence and $2,000,000 aggregate, Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability, and Workers' Compensation insurance for at least five years after service completion. All costs must comply with federal and state requirements, prevailing wage standards, living wage compliance, and current California Department of Industrial Relations registration.
