About this file

This is a sample contract template used by the Charles County Commissioners in Maryland for service contracts with a specified consecutive calendar day completion timeline. The contract is designed for use with Requests for Quotes (RFQ), Invitations to Bid (ITB), or Requests for Proposals (RFP) and establishes the legal framework between the County and a contractor for the provision of services, materials, and supplies. The specific application referenced involves the replacement and installation of utility water yard and tunnel piping, valves, hydrants, and appurtenances at the Mattawoman Wastewater Treatment Plant, including approximately 540 linear feet of exposed piping and replacement of approximately 26 underground valves. The contractor is required to commence work upon written Notice to Proceed from the County and must fully complete the project within a specified number of consecutive calendar days, with the exact timeline and other project details to be filled in based on the individual solicitation requirements.

The contract specifies that compensation will be determined by the aggregate cost of services, materials, and supplies at prices and rates established in the contractor's submitted quote, bid, or proposal. The County assumes financial responsibility for timely payment in accordance with the terms outlined in the General Provisions and Special Provisions. The template requires proper execution including signatures from authorized representatives of both parties, with specific requirements for corporate signatories and witnesses. All signatures must be dated, and corporate entities must either impress their corporate seal or circle the word "SEAL" and initial if no seal exists. The contract is subject to approval as to form and legal sufficiency by the County Attorney prior to execution.
