About this file

This is a bid drawing document for the Mattawoman Wastewater Treatment Plant (MWWTP) Utility Water Tunnel Piping project prepared by Triad Engineering, supporting an invitation to bid (ITB UN 1181) issued by the Board of Commissioners for Charles County, Maryland. The project encompasses replacement and installation of utility water piping, valves, hydrants, and appurtenances throughout the treatment plant, including approximately 540 linear feet of exposed piping replacement and approximately 26 underground valve replacements. The piping materials specified include ductile iron pipe (DIP) in 8-inch, 12-inch, 20-inch, and 36-inch diameters with epoxy interior and exterior coatings. The project is divided into five construction phases covering service tunnels, water mains, and secondary clarifier areas. A non-mandatory pre-bid meeting and site visit are scheduled for June 2, 2026, with questions due by June 24, 2026 at 12:00 p.m. Sealed bids are due July 8, 2026 at 11:00 a.m., and the selected contractor must complete all work within 250 consecutive calendar days after written Notice to Proceed.

Bidders must demonstrate a minimum of three years of active experience in the field and provide evidence of at least three completed projects of equal or greater magnitude within the past five years, specifically in replacement of mechanical and plumbing piping systems in active treatment plants. A mandatory Minority-Owned Women-Owned Business Enterprise (MWBE) subcontractor goal of 30.04% applies. The contractor must develop and implement a Maintenance of Plant Operations Plan with 30-day advance notice for shutdowns, limit facility outages to four hours without supplemental services, maintain county employee presence during shutdowns, and bear all county overtime and vacuum truck rental costs. Required submittals include shop drawings, manufacturer certificates, operation and maintenance manuals, and mill test reports. The contractor must furnish all labor, materials, temporary utilities, dewatering, site drainage, dust control, and sanitary facilities at no extra cost. A five percent bid bond and 100% performance and labor-payment bonds are required. Bids remain valid for 120 days, and the contract is subject to prevailing wage requirements.
