About this file
This is a sample contract template document provided by the Charles County Commissioners in Maryland for use in government procurement activities. The template is designed for contracts with a specified number of consecutive calendar days for project completion and establishes the legal framework between the County and a contractor for the provision of services, materials, and supplies under a Request for Quotation, Invitation to Bid, or Request for Proposal. The contract specifies that work must commence within a timeframe to be established by written Notice to Proceed from the County and must be fully completed within a County-designated number of consecutive calendar days from that commencement date. The document contains placeholder fields (marked as "TBD" or "###") for essential contract elements including the execution date, contractor identification, solicitation number and title, contract sum, and project completion timeline, with all specific terms to be populated based on the actual procurement action.
The contract template incorporates by reference both General Provisions and Special Provisions that govern the relationship between the parties and establishes the County's obligation to pay the contractor when due and payable according to the terms of those provisions. The template requires execution with appropriate seals and signatures from both parties, with special provisions for corporate signatories including corporate secretary signatures and corporate seal impressions, or circling and initialing of the seal designation for entities without seals. County Attorney approval as to form and legal sufficiency is required, and all signatures must be witnessed and dated. This template does not specify pricing, set-asides, incumbent contractor information, funding sources, or other financial details, as these elements are to be determined separately for each individual procurement action utilizing this contract form.
