About this file

This is a sample contract template used by Charles County, Maryland, establishing a standardized agreement framework between the County and contractors for services procured through Request for Quotation (RFQ), Invitation to Bid (ITB), or Request for Proposal (RFP) processes. The template outlines the basic contractual structure wherein the contractor agrees to provide necessary services as defined in the specific solicitation, with work commencing upon issuance of a written Notice to Proceed from the County and completion required within a specified number of consecutive calendar days thereafter. The contract incorporates General Provisions and Special Provisions by reference, which contain the detailed terms, conditions, and performance requirements specific to each procurement action. The template includes signature blocks for both the contractor and County Commissioners, with provisions requiring corporate seals for corporations or initialed circled seal designations for other business entities, and mandates that all signatures be witnessed and dated.

The contract template is a blank form document designed for flexible application across various Charles County procurements, with placeholder fields (marked "TBD" or "###") for contract-specific information including the solicitation number, title, contract amount, commencement date, and project completion timeline. The document requires approval by the County Attorney as to form and legal sufficiency prior to execution. This template serves as a standardized contracting mechanism and does not contain pricing information, set-asides, incumbent vendor details, or funding source specifications, as these elements are incorporated through the associated General Provisions, Special Provisions, and the contractor's submitted quote or proposal for each individual procurement action.
