About this file
This document is a template outlining clauses for purchase orders and blanket purchase agreements (BPAs) awarded by overseas contracting activities under FAR Part 12 for commercial products and commercial services.
The document lists incorporated solicitation provisions and contract clauses that apply to overseas acquisitions, including standard FAR clauses addressing whistleblower rights, anti-trafficking requirements, sustainable products, security prohibitions, and protest procedures. Notable clauses specific to overseas operations include personal property disposition at posts abroad, worker's compensation insurance for defense base act coverage for services performed outside the United States, and authorization and performance requirements. The document references multiple AI-related clauses added in 2025-2026, including disclosure of AI use, vendor lock-in prevention, general artificial intelligence requirements, unbiased AI principles for large language models, and LLM exit and transition compliance. Branding and marking requirements are included with a November 2025 deviation. The full text of all clauses may be accessed electronically through Acquisition.gov or the FAR Revolutionary Overhaul website, and the Contracting Officer will make complete clause text available upon request. This is a template document establishing the standard contractual framework for overseas purchase orders and BPAs rather than a specific acquisition solicitation.
