About this file

This document is a Justification for Other Than Full and Open Competition (J&A) for a sole source, firm-fixed price contract to provide Consolidated Facilities Management (CFM) services for the George H.W. Bush Presidential Library and Museum located on the Texas A&M University (TAMU) campus in College Station, TX.

The National Archives and Records Administration (NARA) intends to award the contract to TAMU to renew these services, which TAMU has provided for the past 21 years. The services include operation, preventive maintenance, repair, utilities, and housekeeping for the library's building systems and structures. The contract will have a 12-month base period and four 12-month option years, with an estimated total value not-to-exceed $9,926,413.02. NARA cites the authorities of FAR 6.302-1 and 6.302-5 to proceed with this sole source acquisition, noting the library's physical integration with the TAMU campus and TAMU's unique qualifications based on their long-standing performance of these services. NARA will post a notice of intent to award on SAM.gov and consider any responses received, but the government reserves the right to proceed with the sole source contract.
