About this file

Attachment A: Salient Characteristics for Solicitation 20341425Q00046 details the technical requirements for a Nitrogen Gas Generator System for the TTB Scientific Services Division. The agency seeks to replace an aging nitrogen generator capable of supporting multiple scientific instruments, including a Sciex QTrap 5500+ triple quadrupole mass spectrometer, two Waters QDa single quadrupole mass spectrometers, and a Waters ACQUITY UPLC evaporative light scattering detector.

The required system must include a Nitrogen Gas Generator (30" x 24" footprint), oil-free air compressor (30" x 42" footprint), refrigerant air dryer, and a minimum 60-gallon receiver tank. Specific technical requirements include nitrogen flows to 390 liters per minute, 99.5% purity, maximum outlet pressure of 135 psi, particulate filtration < 0.01 micron, and nitrogen expansion capabilities. Additional requirements include 24-hour tech support, local (MD) authorized technical support, end-user preventative maintenance capability, and installation/calibration specific to the TTB Laboratory. This is a 100% Small Business set-aside under NAICS 334516, with award to be made to the lowest-priced technically acceptable quote.

Nitrogen Generator Attachment A: Salient Characteristics 20341425Q00046

The TTB Scien fic Services Division currently owns a Nitrogen Gas Generator System that is old and becoming progressively more difficult to maintain due to aging components and decreasing availability of maintenance consumables. The laboratory is looking to replace this system with a model that has sufficient capacity and purity for the opera on of the following mass spectrometers and detectors:

• Sciex QTrap 5500+ triple quadrupole tandem mass spectrometer

• Two Waters QDa single quadrupole mass spectrometers

• Waters ACQUITY UPLC evapora ve light sca ering detector (ELSD)

The new Nitrogen Gas Generator System must be of sufficient capacity to address current and future needs.

Specifically, the system must be able to provide nitrogen for mul ple scien fic instruments with nitrogen, volume, pressure, and purity requirements similar to the mass spectrometers described above. Addi onally, system expansion must be achievable without the purchase of addi onal nitrogen gas generator units. A single nitrogen gas generator with significant adaptability to meet emerging needs will keep cost of ownership low by restric ng preventa ve maintenance and repair needs to a single device.

Regarding serviceability, the end-user must be able to perform preventa ve maintenance tasks such as changing filters and other consumables. This requirement is restricted to the nitrogen generator itself and does not include the air compressor, which must have specialized local customer support to address its preventa ve maintenance and repair needs without incurring high travel costs for service.

The Nitrogen Gas Generator System must include the following components:

Nitrogen Gas Generator with a footprint no larger than 30" X 24"

Oil-free air compressor with a footprint no larger than 30" by 42"

Refrigerant Air Dryer

Minimum 60 Gallon Receiver Tank with auto drain

The Nitrogen Gas Generator must meet the following specifica ons:

Flows to 390 liters per minute (LPM)

Must be capable of delivering purity to 99.5%

Must have a maximum outlet pressure of 135 psi

Par culate filtra on < 0.01 micron

Regulates air consump on to nitrogen demand

Nitrogen expansion capabili es

Dry air outlet to 210 LPM

Self-diagnos cs

No need for carbon module replacements

24-hour tech support

Training and calibra on specific to applica on included

Installa on and adjustment to serve applica ons in the TTB Laboratory

Local (MD) authorized technical support

Preventa ve maintenance tasks, such as changing filters and other consumables, can be performed by the end user

Nitrogen Generator Attachment A: Salient Characteristics 20341425Q00046

The Air Compressor must meet the following specifica ons:

Oil-free, scroll design

Compressor must be capable of mee ng or exceeding compressed air requirement of 45.6 cubic feet per minute (CFM) at 100 pounds per square inch gauge (PSIG)

Opera onal noise level in the 45 to 55 decibel range (dBA)

Local (MD) authorized technical support
