About this file

This document is a Questions and Answers (Q&A) amendment for a Nitrogen Generator solicitation (Solicitation Number: 20341425Q00046). The Q&A provides detailed responses to 12 vendor questions about a nitrogen generator system procurement by the Department of the Treasury Bureau of the Fiscal Service on behalf of the Alcohol and Tobacco Trade and Tax Bureau (TTB). Key details include: the system is a replacement for existing equipment in Beltsville, Maryland, with specifications for a nitrogen generator capable of providing dry air at 210 LPM via a second outlet, powered by 208V / 3 PH / 60 Hz electrical supply. The solicitation is a 100% small business set-aside under NAICS code 334516, with a lowest price technically acceptable (LPTA) evaluation methodology. The Q&A clarifies that the system design is based on the existing laboratory system, requires all plumbing components to be included, and must have a footprint similar in size to current equipment requirements.

Q# Question Answer

What does "dry air outlet to 210LPM" mean? The nitrogen generator is capable of providing dry air at a flow rate of 210 LPM via a 2nd outlet

2 Is this the desired compressed air outlet from the air compressor? See answer above

3 Or is this the future expansion of nitrogen demand expected? See answer above

In order to quote a nitrogen generator for system expansion - a future expected flow must be provided.

The flow rate specification stated for the air compressor requirements will allow for the expansion of the system

Will TTB consider a nitrogen generator with a slightly larger footprint than specified? The laboratory is limited on space. Footprint must be similar in size to requirements

Regarding this bid, the Air Compressor comes as a package (Compressor - Receiver - Dryer). Will placement and plumbing of these components be required to satisfy the bid?

All plumbing components must be included and assistance with setup is required

Is this a replacement of an existing N2 generator and Oil-free Compressor? Or is this new construction?

Replacement

Any specific manufacturer specs (both N2 generator and compressor) that the design was based on? The design was based on the existing system and with current and future needs in mind. Required specifications are stated in the Salient Characteristics document.

Voltage/Phase/Hz ?

208 V / 3 PH / 60 Hz

Any sketch or layout drawing?

No sketch will be provided.

Will this be installed in Beltsville or will the system be located elsewhere?

Beltsville
