About this file
This document outlines the salient characteristics for a SARA Flex sit-to-stand lift to be procured by Dallas VAMC. The sit-to-stand lift must be compatible with clip-based standing slings similar to the ARJO MFA3000 disposable slings currently in use at the facility and include flexible silicon leg support (knee pad) and leg strap to assist patients. The equipment must feature a low horizontal footplate, integrated scale within the hand control (requiring no separate batteries), and a hand-control with built-in display allowing the caregiver to stand next to the patient. The lift must include a charger and two batteries for replacement capability and have legs that adjust electronically from a closed width of no more than 26 inches to an open width of at least 40 inches, with low friction casters and rear brakes for mobility.
The lift must meet specific performance and operational requirements including a minimum weight capacity of 440 pounds, a total weight of less than 120 pounds including the scale for ease of transport over even or corrugated flooring, emergency stop and emergency lowering controls, and usability with clip-based slings. The document also includes comprehensive NARA Records Management Language Clause requirements mandating that the contractor comply with all applicable federal records management laws, regulations, and NARA policies, including the Federal Records Act and Privacy Act of 1974. Contractors must maintain all records created for government use in accordance with federal law, obtain contracting officer approval for any subcontractors, complete required VHA records management training, and ensure all data and records produced remain the property of the U.S. Government, with Dallas VAMC retaining unlimited rights to use, dispose of, or disclose such data.
