About this file
This is a Salient Characteristics document dated 11 August 2026 for portable generators that will be used in a Request for Quote (RFQ). The government requires trailer-mounted, diesel-powered generators in five size categories: 26 kW, 36 kW, 60 kW, 100 kW, and 200 kW, with minimum prime power outputs ranging from 26 kW/32 kVA to 200 kW/250 kVA respectively. All units must feature heavy-duty diesel engines compliant with US EPA Tier 4 Final emissions standards, sound-attenuated and fully weather-resistant enclosures with marine-grade corrosion protection suitable for coastal salt-spray environments, and integrated double-walled fuel tanks with capacities from 50 gallons (26 kW) to 250 gallons (200 kW).
Each generator must be equipped with a multi-voltage selector switch capable of outputting single-phase 120/240V and three-phase 120/208V and 277/480V, a digital control panel with engine monitoring parameters, GFCI outlets, and a high-current bus bar terminal connection with safety microswitches. Trailer configurations must include highway-rated axles with running gear, safety chains, leveling jacks, and pintle eye hitch towing capability, with single axle designs for the 26 kW unit, single or tandem axles for the 36 kW unit, and tandem or heavy-duty tandem axles for larger units. The procurement is not restricted to brand names; "Brand Name or Equal" offerings are acceptable, with evaluation based solely on meeting these salient characteristics.

Salient Characteristics
Portable Generators
11 August 2026
Minimum Generator Requirements:
Characteristics
The following distinguishing or salient characteristics represent the minimum performance and physical requirements to meet the Government's need. These specifications will be used in the Request for Quote (RFQ) and are the factors/minimum requirements that will be evaluated upon receipt of quotes.
General Salient Characteristics (Applicable to All Units):
• Fuel Type: Heavy-duty diesel engines.
• Emissions: Must be US EPA Tier 4 Final compliant.
• Enclosure: Sound-attenuated, fully weather-resistant, lockable enclosure. Must feature corrosion protection suitable for a coastal salt-spray environment (e.g., marine-grade aluminum or specially coated steel).
• Trailer Configuration: Trailer-mounted/towable on highway-rated axles, equipped with running gear, safety chains, leveling jacks, and a pintle eye hitch.
• Voltage Selection: Multi-voltage selector switch capable of outputting:
o 1-Phase: 120/240V o 3-Phase: 120/208V and 277/480V
• Fuel Autonomy: Integrated double-walled fuel tank
• Control System: Digital control panel with engine monitoring parameters, convenience receptacles (including GFCI outlets), and a high-current bus bar terminal connection with safety microswitches.
Distinguishing Performance Requirements by Size:
Kilowatt (kW) Size
Min Prime Power Output (kW / kVA @ 0.8 PF)
Estimated Fuel Tank Capacity Required Trailer Design
26 kW 26 kW / 32 kVA 50 Gallons Single Axle, Pintle Towable
36 kW 36 kW / 45 kVA 75 Gallons Single or Tandem Axle, Pintle Towable
60 kW 60 kW / 75 kVA 100 Gallons Tandem Axle, Pintle Towable
100 kW 100 kW / 125 kVA 150 Gallons Tandem Axle, Pintle Towable
200 kW 200 kW / 250 kVA 250 Gallons Heavy-Duty Tandem Axle, Pintle Towable
4. Brand Name Determination
• Brand Name (yes or no)? No
• Brand/Company Name: Not Applicable – Salient Characteristics Only / "Brand Name or Equal" is acceptable.
