About this file

This document is an email exchange between Jennifer Schindl from Shawnee Health and Veronica Williams from the Illinois Department on Aging (IDOA) regarding a potential multi-year sole source agreement for SAIS (Shawnee Alliance Information Systems) IT Support and Training services. The request covers service quotes for fiscal years 2026, 2027, and 2028, with each year anticipated to require 1,750 hours of service. The procurement officer is exploring options to create a sole source agreement for more than 12 months, aiming to streamline service facilitation and avoid service continuity disruptions.

The proposed pricing structure includes hourly rates of $115.00 for FY2026, $120.00 for FY2027, and $125.00 for FY2028. Shawnee Health was specifically asked about potential eligibility for a State Use, Sheltered Market procurement process for 501c3 companies with a significant number of disabled persons, but the organization confirmed it does not qualify for this criteria. The communication indicates that if additional funding is required in subsequent years, the agency can determine whether a change order will be needed to adjust funding accordingly.

Greetings, Thank you for your outreach in follow-up. This item is being prepared for processing as a sole source agreement there are options to create a sole source in unique circumstances for more than 12 months at a time. The agency (Department on Aging) has been requested to develop a request for multi-year sole source agreement to help streamline service facilitation and avoid loss of service continuity. If additional funding is required in subsequent years the agency can determine if a change order will be needed to adjust funding accordingly.

In order to determine cost I will need the estimated hourly rate and number of hours anticipated for each of the noted fiscal years below. Please let me know if you have any additional questions, thank you. Also, there is another procurement process for 501c3 companies providing services to the State if a significant number of persons operating under the contract are classified as disabled. In review of your company’s profile I did not see locate any information to determine whether or not SAIS would qualify for this process, can you advise if your company would meet this consideration as a State Use, sheltered market? Any and all information is greatly appreciated.

Sincerely, Ms. Veronica Williams, MPA, LL.M, CPPO, CPPB, NIGP-CPP

Hello, Veronica –

In the past we’ve submitted an hourly rate for one fiscal year at a time. Can you confirm if this will be sufficient, and if you’ll need a separate hourly rate for each of the three fiscal years?

Thank you, Jennifer Schindl Chief Director of Social Services 618.956.9582 www.shawneehealth.com

Greetings and good afternoon, Christina, I am reaching out to request quotes for Shawnee Alliance Information Systems IT Support and Training services. At this time we are asking for service quote cost for fiscal year 2026, 2027 and 2028, and your current board listing, please. If I could have the service quotes and the current board listing provided back by COB 4/15/2025 it would be greatly appreciated. Please let me know if you have any questions, thank you.
