About this file
This is Addendum No. 1 issued by the Savannah Airport Commission for SAC 30638 Terminal Roadway Signage project at Savannah/Hilton Head International Airport. The project involves sign replacements and new signage installation, with a total contract duration of 75 calendar days (45 days for mobilization, 30 days for Phase 1 construction, and 5 days for Phase 2 overhead sign replacements running concurrently with Phase 1). Bids are due Tuesday, February 11, 2025 at 1:30 PM EST at the Savannah Airport Commission office, with questions due by January 28, 2025. A pre-bid conference was held on January 21, 2025 to review project requirements including traffic control, coordination with airport operations, and sign specifications.
The addendum clarifies that reflective sheeting materials listed on the GDOT qualified products list are acceptable for standard signage, though blue monument signs, overhead signs, and sign panels must match existing airport signage style, color and reflectivity with no substitutions allowed. All disturbed areas must be backfilled, graded and sodded to match adjacent conditions at no additional cost. The project does not utilize federal funds, requires payment and performance bonds, and follows Davis-Bacon Act wage rates. Progress payments will be made monthly for completed work, and contractors must provide manufacturer's standard warranty for sign components.

Questions & Answers
Pre-Bid Conference Agenda, Minutes, and Record of Attendance
Question from Robert Lightle from Rocal, Inc:
1. Reviewing the plans for the above project, specifications for sign faces call for a sole source manufacturers product as listed on page C-263 of the plans. The reflective sheeting called for is an ASTM D4956 Type XI. Georgia Department of Transportation qualified products list includes other manufacturers for Type XI.
Section 60-03 4th paragraph discusses material specifications When a material or assembly is specified by "brand name or equal" an equal may be substituted provided certifications are provided. However, the plans do not include “brand name of equal” .
We are requesting a specification change to include “brand name of equal” for the sign face material
Response: The reflective sheathing as indicated on Sheet C-263, detail 3 shall be acceptable as long as it is on the GDOT qualified products list.
All blue monument signs, overhead signs, and sign panels must of the same style, color, and have the reflectivity of the style and type indicated on the Details 1 and 2, and throughout the plans and details. No substitutions will be allowed for these sign vinyl and reflectivety requirements so that new signs and sign replacements are consistent with exiting airport signage.
Questions 2 through 3 from EE Reed Construction:
2. Sheet C-101 shows the existing main entrance monument sign, but no changes are shown on the C-201. Please confirm no changes are to be made at the existing monument sign.
Response: Correct, no changes are required to this sign.
SAC 30638 – ADDENDUM NO. 1 A.1-2
3. At areas where existing grassing is disturbed due to excavation and installation of new signage, should the grassing be replaced with sod or seed?
Response: All disturbed areas shall be backfilled, graded, and sodded to match adjacent conditions. No separate payment shall be made for any required material and/or sod. This work is considered incidental to the cost of the sign installation.
Questions 4 through 8 is from Makenna MacDougall from RiteLite Signs:
4. We are authorized to do business in Georgia. Do we need any local licenses or registrations prior to submitting a bid?
Response: No
5. Will progress billing be allowed?
Response: Yes, payment is made monthly for work completed to date.
6. Are there any special warranties or guarantees?
Response: The manufacturer’s standard warranty should be provided for sign parts and components
7. Will any federal funds be used for this project?
Response: No
8. Is a Certificate of Insurance to be included in our bid proposal?
Response: No, the awarded contractor will submit a Certificate of Insurance with the Contract and Bonds documents.
