About this file
The document is a Software as a Service (SaaS) Requirement Questionnaire for the County of Solano, California, specifically for the Health and Social Services Public Health Division's Laboratory Billing System. The county is seeking a comprehensive Laboratory Billing Solution to streamline and improve the accuracy, efficiency, and compliance of laboratory billing processes. The system is expected to manage and automate billing for laboratory services, integrate with the Orchard Harvest Lab Information Management System, and ensure compliance with regulatory and payer requirements. This Request for Information (RFI) is designed to gather insights from qualified vendors about their capabilities, with the potential to lead to a future Request for Proposals (RFP), though there is no guarantee of a subsequent procurement.
The questionnaire extensively covers critical areas such as technology and security requirements, including PCI-DSS compliance, HIPAA security, data encryption, disaster recovery, mobile computing, and user authentication. The county is particularly focused on data security, with specific requirements for encryption, breach notification, data disposal, and third-party security audits. The solution must support single sign-on, provide robust reporting capabilities, offer comprehensive support and maintenance, and include detailed training and documentation. While no specific pricing is outlined in this document, the county is seeking a solution that can be configured to meet their specific needs, with the ability to integrate with existing systems and provide ongoing support and upgrades.
