About this file

This document is a Business Requirements Document (BRD) for the Solano County Health and Social Services Department's Public Health Laboratory, detailing the procurement of a new laboratory billing software system. The project aims to replace the outdated LabBilSys with a modern, secure Software-as-a-Service (SaaS) solution by June 20, 2025, addressing security vulnerabilities identified in a 2023 Grand Jury report. The new system must integrate with the existing Orchard Harvest Laboratory Information Management System (LIMS), support electronic billing and claims submission, process credit card payments, and comply with CLIA and HIPAA regulations.

The project is funded through Budget 7807 from Realignment funds, with key objectives including enhancing data privacy, improving operational efficiency, meeting compliance requirements, and providing advanced reporting capabilities. The system must support multiple pricing models, electronic claim submissions to Partnership Health Plan, HL7 data formatting, and integration with JP Morgan payment processing. Critical functional requirements include compatibility with existing systems, support for CPT coding, electronic billing statement generation, remittance file processing, and robust security features such as multi-factor authentication and role-based access controls. The current incumbent vendor, BAT Technologies, has been providing the existing system for decades but has failed to update the system's technology and security standards.

Background The Solano County Public Health Laboratory has been utilizing the antiquated on-premise billing software, LabBilSys by BAT Technologies, to process billing. The “Mom and Pop” vendor has provided PH Lab billing support for decades but has failed to update the system architecture to meet modern technology and security standards. This vulnerability poses significant risks, including unauthorized access to sensitive data and potential breaches. Subsequently, in 2023, a Grand Jury report highlighted these security deficiencies and issued a directive to replace the outdated system and included the requirement of accepting credit card payments via electronic funds transfer (EFT). Furthermore, the report outlines a completion date for finalizing the acquisition of the upgrade no later than June 20, 2025.
