Software Upgrade: Per Microsoft, the Office Home & Business 2021 product will retire 13 OCT 2026, and no longer receive product updates. To maintain cybersecurity compliance, you would need to upgrade / replace this software within one FY. Would the Government like to procure MS Office Home & Business 2024 instead, which goes end-of-life 9 OCT 2029? For your reference, please see:
-- How do I upgrade Office?
-- U.S. Army CIO/G-6 Cyber Security Directorate Information Assurance Best Business Practice (IA BBP)
Answer: these requirement are using expiring funds section 333 that will expire for obligation this FY and all HW must be delivered within one year of contract award. We should be ok with 2021 software if it will be delivered within one year.
Software Bundling: One line in the RFP requests “(10) EA, MS Office Home & Business 2021” and another “(4) EA MS Office Home & Business Software”. Could the Offeror just procure (14) of the same version to take advantage of volume pricing? Or must these be bundled / packaged separately? And with the year missing on the “(4) EA” entry, please confirm that all software is intended to be the same version.
Answer: we can bundle the requirement as far as procurement, but these are going to different units in Ghana.
Software Media: Does the Government require physical installation media (CDs / thumbdrives) or is electronic distribution acceptable? If electronic, possible for Offeror to submit the installer and license to the CECOM Software Repository (or similar), with install SOP for downrange users?
Answer: Please send a CD/ thumb drive to the consolidation point at JCP as stated on the LOA. The JCP address is also listed on the LOA https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Flearn.microsoft.com%2Fen-us%2Flifecycle%2Fproducts%2Foffice-2021&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053219738%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=NCIZBNZLJCkrtJ5T3xv2aOixSBVoXthmvhPFr%2BMFkeI%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Flearn.microsoft.com%2Fen-us%2Flifecycle%2Fproducts%2Foffice-2021&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053219738%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=NCIZBNZLJCkrtJ5T3xv2aOixSBVoXthmvhPFr%2BMFkeI%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Flearn.microsoft.com%2Fen-us%2Flifecycle%2Fproducts%2Foffice-2024&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053232993%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=ye7qmCFKmrw9CVCv7BVZC3ILR%2BL7NftrJCG527mL7AQ%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Flearn.microsoft.com%2Fen-us%2Flifecycle%2Fproducts%2Foffice-2024&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053232993%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=ye7qmCFKmrw9CVCv7BVZC3ILR%2BL7NftrJCG527mL7AQ%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fsupport.microsoft.com%2Fen-us%2Foffice%2Fhow-do-i-upgrade-office-ee68f6cf-422f-464a-82ec-385f65391350&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053242855%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=rgp7GSUS6BapRbp5ZGvc94VecvWwVHw21NWyeTSUFUc%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fchess.army.mil%2Fcontent%2FPullFile%3Fid%3D6e7d3d8a-7e23-4b80-81f5-2f01f29acb1d&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053252946%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=lheEvcUhigeODG4Q6IO65IBMp6u4e%2B249%2Bl5qQlsR1c%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fchess.army.mil%2Fcontent%2FPullFile%3Fid%3D6e7d3d8a-7e23-4b80-81f5-2f01f29acb1d&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053262717%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=Q9PEUQ%2Bg5ZwyJ3TiCvSZhjGXy8BLL8P1kyggOVFpxms%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fchess.army.mil%2Fcontent%2FPullFile%3Fid%3D6e7d3d8a-7e23-4b80-81f5-2f01f29acb1d&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053262717%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=Q9PEUQ%2Bg5ZwyJ3TiCvSZhjGXy8BLL8P1kyggOVFpxms%3D&reserved=0 https://usg01.safelinks.protection.office365.us/?url=https%3A%2F%2Fwww.army.mil%2Farticle%2F239915%2Fcecom_launches_software_repository_for_faster_easier_cyber_patching&data=05%7C02%7Candrew.w.kelly.civ%40army.mil%7C526538c3569945cabe2e08dd829fce73%7Cfae6d70f954b481192b60530d6f84c43%7C0%7C0%7C638810345053272552%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=lv6L7UDfKbZmMk4M0oFEshcMp7WS47McggpzYI0gjWw%3D&reserved=0
Warranty: “The Offeror’s offer shall include a standard 1-year warranty.” Is remanufactured / repaired hardware acceptable if vendor still provides a 1-year warranty? Or must all items be new?
Repaired items are acceptable.
Sales History: RFP states, “Offeror shall include adequate sales history for the product(s) it is offering.” WINovate intends to work with another vendor to assemble the needed items. Will the government be able to evaluate the sales history of WINovate’s subcontractor, or only of WINovate itself (as Offeror)?
Answer: please clarify the question what needs to be assembled.
O / CONUS Subcontractors: Are OCONUS-based equipment vendors acceptable, or only CONUS? Offeror could potentially select a US subcontractor for hard / software and export to Ghana. Offeror could alternatively procure items in Europe / Africa, and ship from there (with potentially lower cost).
Answer: all items must be procured within the US and ship to the JCP Mechanicsburg, PA our consolidation point.
Multiple Places of Performance: There are different types of hardware / software items on the HW / SW list. FAR 52.215-6 does allow Contractor to list multiple Place(s) of Performance. Yet the RFP states, “No partial shipments are allowed.” Would the contractor be able to purchase printers from one source, software from another, and then gather all items at a subcontractor’s assembly point, before final shipping?
Answer: yes this is acceptable as long as all items are shipped to the JCP. Preferable all are packaged and labeled correctly to the JCP.

Proximity of Final Place of Performance: RFP states, “VENDORS SHALL NOT SHIP MATERIAL.” Correct that Offeror’s proposal does not include the final shipping cost to Ghana destination (handled by DCMA)? Even so, will the Government consider Offeror subcontractor’s proximity to the final [Ghanaian] destination in its cost evaluation
Answer: all items must be shipped to the JCP as stated above. The JCP will ship to Ghana.
Will there be any additional cost for the vendor to ship to the JCP?
