SECTION 2: AUTHORITY, OVERVIEW, AND SCOPE
2.1 AUTHORITY AND METHOD
Agency is issuing this solicitation pursuant to its authority under ORS 279A.050 and ORS 279A.140.
Agency is using the Intermediate Procurement solicitation method set forth in ORS 279B.070 and OAR 125-247-0270.
2.2 DEFINITION OF TERMS
For the purposes of this solicitation, capitalized words will refer to the following definitions.
2.2.1 General Definitions
Capitalized terms not specifically defined in this document are defined in OAR 125-246- 0110.
2.2.2 Project Specific Definitions
Wildlife Management Units (WMUs) means a unit of the state of Oregon that has been designated for the purpose of managing Oregon’s wildlife.
2.3 OVERVIEW AND PURPOSE
The Oregon Department of Fish and Wildlife (Agency) is seeking a contractor to provide trained scent detection dog services with handler for the detection of black- tailed deer fecal matter (scat) for sample collection and GPS Marking. Black-tailed deer (Odocoileus hemionus columbianus) are a culturally, economically, and ecologically important ungulate species throughout western Oregon, however, due to their cryptic nature and densely forested habitat, populations are difficult to monitor. Genetic spatial capture-recapture is a proven method for estimating densities of cryptic wildlife at large spatial scales.
The Agency’s West Region Research Team has surveyed black-tailed deer populations across western Oregon using scat detection dogs since 2016, however, portions of the West Region have experienced limited or no sampling. To better understand the effects of landscape composition, habitat type, and geography on black-tailed deer density, and the spatial structure of population genetics across the region more sampling in underrepresented Wildlife Management Units (WMUs) is needed.
The goal of this project is to collect fecal samples for identification of individual black-tailed deer using DNA extracted from fecal samples. Samples will be collected in Rogue and Chetco WMUs in Curry, Josephine, and Jackson counties (see Attachment A Sample Contract Exhibit G (Rogue and Chetco Wildlife Management Unit Maps). Data from this project will be used in mark-recapture models for estimating black-tailed deer abundance, and to determine the applicability and precision of this technique for future implementation across western Oregon.
2.4 SCOPE OF WORK/SPECIFICATIONS
Using trained detection dogs, the contractor will collect deer fecal samples using Agency protocols and document location of all black-tailed deer fecal samples encountered in each survey area. The contractor will complete a GPS track log of both the dog and handler with point locations for all scat collected will be kept for each cell. The contractor will be responsible for collecting, quality grading, and preserving black-tailed deer scat samples collected (according to http://arcweb.sos.state.or.us/pages/rules/oars_100/oar_125/125_246.html http://arcweb.sos.state.or.us/pages/rules/oars_100/oar_125/125_246.html
Agency protocol), and for delivering these samples with associated documentation to Agency research personnel. Work may occur on a variety of land ownerships, habitat, and terrain types, and may need to occur during adverse weather conditions; the contractor should be able to work under these circumstances.
TASKS:
Contractor will:
1. Provide trained dogs and handlers that are capable of traveling rugged terrain in changing weather conditions and of locating black-tailed deer scat.
2. Provide all equipment necessary to ensure safe handling of dogs.
3. Conduct surveys within predefined survey grids established by Agency.
4. Provide GPS units to track survey routes of dog-handler teams.
5. Provide Agency with GPS survey track data.
6. Collect scat samples and accurately record data according to protocols established by
Agency.
7. Provide Agency with GPS locations for all scat samples collected.
8. Provide handler housing and care of dogs.
Agency will:
1. Provide the contractor with maps and associated spatial data containing the location of survey grids.
2. Provide the contractor with relevant information on road access, terrain, and logistics in and around the survey grids.
3. Provide the contractor with materials required to collect and store scat samples in accordance with established protocols.
4. Conduct all statistical analysis associated with the project.
