RFP Text: Factor 4: Price Evaluation Factor "(5.1.1) Options:
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s).
The solicitation refers to evaluating the offers by adding the total price for all options. The updated pricing attachment has removed all the referenced hours, which had originally been the basis for developing a total evaluated price. Will the government please confirm the methodology for evaluating the total price? For evaluation purposes only, estimated FTE's are provided. See Attachment 5 - Pricing Sheet
- Revised
52.212-2
1 &2 17 (5.1) Cost/Price Factor evaluation will not be given a rating; however, it will be evaluated using price analysis techniques in accordance with FAR 15.404-1(b) in order to determine that the offered price is fair and reasonable. The Offeror must identify the labor category(s) to be utilized for this effort, labor rate(s), and any other proposed associated costs. Subcontractor rate information shall also be included, if applicable.
(5.1.1) Options: (if applicable), The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s).
Given that the hours for evaluation model have been removed from Attachment_5_DCMA_Pricing_Sheet_Revised, will the government evaluation model be based on a total price created by totaling one labor hour for every rate for every year on both the IDIQ On-Site Price Sheet and IDIQ Off-Site Price Sheet?
For evaluation purposes only, estimated FTE's are provided. See Attachment 5 - Pricing Sheet

Page 29, Question 3:
Q: There are a number of labor categories for which specific education and experience requirements are not stated. Will the Government consider providing specific education and experience requirements for such labor categories to ensure that all offerors are proposing in a consistent manner to allow for an apples-to-apples comparison of proposed prices? If not, please confirm that each offer should indicate the level of education and experience it assumed in preparation of its proposal so that the Government can validate that price differences (if any) can be assessed by the Government in terms of the assumption made by each offeror?
A: Minimum specific education and experience requirements have been provided for all positions.
Page 30, Question 3:
Q: Will the Government please provide minimum years of experience and education requirements for each labor category? This will enable the Government to evaluate all offeror's rates using the same requirements for realism.
A: No, If minimum specific education and experience requirements are not provided it's up to the contractor to make this determination base on the PWS scope.
There appear to be conflicting Government answers on the topic of providing minimum years of experience and education. Will the Government please provide minimum years of experience and education requirements for all labor categories / positions?
A: Minimum specific education and experience requirements have been provided for all positions see updated PWS and r Attachment 10.. If minimum specific education and experience requirements are not provided it's up to the contractor to make this determination base on the PWS scope.

Q&As Security Requirement, Page(s) 3,8, 11
In the response for Security Tab H requirement it states on these 3 pages:
• Offerors shall submit a JPAS Visit request for all key personnel. ADP/IT II clearance will be validated by the Government for all key personnel
Question #1: Can one substitute the visit request with another form of proof of clearance? i.e. We cannot provide a visit request for a non-employee (contingent offer).
Question #2: Typically we do not provide a visit request or a JPAS printout in any proposal as it contains PII. We could submit a copy of the individuals JPAS record, would that be acceptable (but that has PII as well and would need to be password protected)?
A, copy of the JPAS minus the PPI is sufficient, all submitted personnel security clearance/status will be verified by DCMA security office. DCMA Security office will contact the identified POC if additional information is needed to verify submitted individuals security clearance status.

Additional ADP/IT II clearance will required for identified key personnel on the task order level.
Attachment 5 Administration Specialist does not appear on the IDIQ Off-Site Price Sheet tab of the revised Attachment 5. Is this intentional? No, the pricing sheet has been updated.
