About this file

This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office. The statement outlines the emergency procurement of products and services for the continuity of the state's multi-agency cannabis Seed to Sale (S2S) Inventory Tracking system. The vendor selected is BiotrackTHC dba Bio-Tech Medical Software, the incumbent and current holder of the contracted S2S Inventory Tracking System services. The services to be provided include licensing, maintenance, and hosting of the S2S system, which is a cloud-based vendor-hosted centralized system that tracks regulated cannabis products from cultivation to sale. The expected term of the emergency contract is from August 1, 2021 to October 29, 2021, with an estimated expenditure of $75,000.

The emergency procurement was necessary due to the expiration of the current contract on July 31, 2021. The S2S Inventory Tracking System services have been delegated to the Department of Financial and Professional Regulation by the Governor's Office, and a formal Request for Proposal (RFP) process will be conducted in the future for a long-term solution. The funding for this emergency contract will be sourced from the appropriate state funds.
