Section C. Statement of Work Page 4: Contractor shall provide materials, services, and all necessary personnel to operate a Job Corps Outreach and Admissions program as set forth in Title 1, Subtitle C of the Workforce Investment Act of 1998, and the Job Corps Policy and Requirements Handbook. The basic purpose of the Outreach and Admissions program is provide a comprehensive approach to ensure that sufficient numbers of disadvantaged youth between the ages of 16 and 24 are enrolled in specified Job Corps Centers.

Page 5: The contractor is expected to recruit and screen sufficient numbers of applicants in the State of Texas to generate sufficient numbers of arrivals to assist the Gary Job Corps Center at average on-board strength of 100% of the design capacity.

Section E. Inspection and Acceptance Page 9: Authority of the Contracting Officer’s Technical Representative (COTR)

Monitor and inspect contractor’s performance to ensure compliance of the scope of work.

Make determinations relative to satisfactory or unsatisfactory performance, including acceptance of all work performed and/or all products produced under the terms of the contract.

Recommend program changes to the Contracting Officer as a result of monitoring or as may be requested by the contractor.

Page 69 - Disposition of copies after award (one copy of each proposal and related supporting materials, will be retained as part of the official procurement file). After award, extra copies of proposal and related materials shall be destroyed.

All copies should be numbered
Technical Proposal – Maximum 40 pages (4 copies)
Staff Resources Proposal – Maximum of 15 pages (3 copies)
Past Performance & Experience: Maximum of 5 pages (3 copies)
Cost Justification/BMP - No page limit (3 copies)

Transition/Phase Out - No page limit, (2 copies)

Offerors must not exceed the page limits cited above. Proposals submitted in excess of the prescribed page limits shall be considered non-responsive, and shall be removed from consideration. Unnecessarily elaborate proposals, brochures or other presentations beyond those sufficient to present a complete and effective response to this solicitation are not desired and may be construed as lack of cost consciousness.

Pages 71-73: The Technical Proposal shall consist of responses to specific questions only:
Outreach – six (6) questions
Admissions – eleven (11) questions
The questions and responses shall be presented in the order shown in the RFP.
Pages 74-75: Past Performance and Experience
New Firms – an organization that has not operated a Job Corps Outreach/Admissions or Career Transition Services (Placement) contract as the prime contractor within the three (3) years prior to proposal submission date.
New JC OA/CTS contractors who have held an OA/CTS contract as the prime contractor for less than one year within the three years prior to proposal submission (i.e. contractors that do not yet appear in Job Corps OA/CTS Automated Past Effectiveness system).
Firms that have never had a contract with Job Corps, subcontractors on any Job Corps contract.

Experienced Job Corps OA/CTS Contractor – an organization that currently holds one or more prime contracts for Job Corps OA/CTS or has held such a contract for more than one year within the (3) years prior to the proposal submission date.

All offerors (new and experienced) must provide a list of contracts, including contract numbers, and programs they currently operate or have operated within the past three years.

Experienced OA/CTS contractors : Experienced operators may submit up to 5 pages of information for consideration, which describes problems encountered and corrective actions taken on contracts within the past 3 years.

Experienced Job Corps OA/CTS Contractor – an organization that currently holds one or more prime contracts for Job Corps OA/CTS or has held such a contract for more than one year within the (3) years prior to the proposal submission date.

Page 75: New Firms with Relevant Experience shall submit a copy of the Past Experience/Effectiveness Confirmation Questionnaire (see section J) to each organization, including agencies of State and local governments, and commercial customers, with whom the offeror has had a contract within the last three years. The offeror shall instruct the respondent of the questionnaire to forward the completed questionnaire to the address identified on the face sheet of the Past Experience/Effectiveness Confirmation Questionnaire.

Page 75: Past Experience: The offeror will prepare and submit a Relevant/Transferable Skills Matrix (see section J) prepared in such a manner as to allow for the matching and evaluation of the relevant and transferable skills identified on the offeror’s list of contracts.

Costs shall be mentioned only in the BMP and Transition/Phase-out proposals and nowhere else.

Cost justification shall consist of the items mentioned in the RFP in the order stated.

Contracting Officer determines number of offerors in the competitive range. Only those offerors determined to be within the competitive range will make an oral presentation.

Award may be made on the basis of initial proposals received (FAR 52.215-1). Government shall weigh technical factors more heavily than total cost.
