PRE-BID SITE VISIT AGENDA

· 100% SDVOSB Set-Aside-- Competition is restricted to SDVOSB’s ONLY

· Issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502-503

· At time of solicitation proposal submission and contract award—must be listed as a verified SDVOSB in the SBA database

· Magnitude of Construction-- Between $5,000,000 and $10,000,000

· Bonds:

· Bid Bond can be scanned copy with proposal submission

· Payment and Performance Bonds are required, can be scanned and emailed to the Contracting Officer

· Period of performance is 445 calendar days after issuance of Notice to Proceed (NTP)

· Per FAR 52.229-3 all applicable Federal, State and Local taxes shall be included in proposal—we will not be issuing a State of Minnesota sales tax exemption certificate for construction materials for this project

· Explanation of Solicitations/Evaluation

· Price only

· The offeror’s price proposal will be initially evaluated by the Contracting Officer (CO) for completeness. Only the lowest price proposal, found to be complete, will be provided to the Contracting Officer’s Representative (COR) for evaluation.

· VAAR clause 852.219-75 Limitation on Subcontracting: please ensure you provide a signed copy of this clause with your bid package.

· Explanation of Questions and Amendment Process -- all questions posed during this process, must be recorded and documented so they can become part of the amendment process

· All requests for information, clarifications or questions, must be submitted via email to dwayne.brauch@va.gov NLT 10:00am (CT) on August 5, 2026.

· No questions will be answered via phone or individually. No questions will be answered officially today; however, any questions generated from today’s visit may be submitted as previously mentioned

· All answers will be published via an amendment to the solicitation along with a copy of the pre-proposal site visit sign-in sheet

· The Government reserves the right to not answer any RFIs/questions after the stated due date/time and will do so only if considered a significant impact to the project

· Proposal Due Date: Wednesday August 17, 2026 at 10:00 AM (CT) must be submitted via email to dwayne.brauch@va.gov

· Proposals shall be submitted IAW the instructions provided within the solicitation including proposal formatting and page numbers for written proposals

· Project Discussion:

The Contractor shall furnish all labor, materials, tools and equipment required to repair, remove, replace and completely refurbish all windows in Buildings 4,8 and 9. The contractor shall remove the existing internal and external window trim and wall finishes in order to successfully gain access to and cut out the existing wood windows. Incorporated into the demolition of the windows will be the safe removal of both lead and asbestos containing material as guided by the local and national rules and regulations of lead and asbestos remediation. Additionally, the contractor will be responsible for the complete and satisfactory installation of the new window frames and sashes, screens and storm windows. The window installation shall include the patching and painting of walls, ceiling installation and restoration, trim and millwork installation, and repair of all damaged items in place. This work will be completed in an occupied building; all construction activities shall be completed behind proper construction barriers as described in the specifications. The contractor shall return the worksite to the Veterans Affairs Health Care System after the work is completed, and all of the required work is satisfactorily completed and signed off by the assigned Contracting Officer’s Representative. Refer to the contract specifications and drawings for details All work completed in accordance with the specifications and contract drawings.

Site Visit Guidelines

· Prospective bidders are prohibited from attempting to gain information by inquiring with VA employees about project other than through written questions submitted to Contracting Officer.

· Prospective bidders are prohibited from visiting site other than through formal invitation by Contracting Officer.

· Attendees of walk-through are to stay as a group while walking to various locations and are to leave the future project site once the walk-through is concluded.
