PERFORMANCE WORK STATEMENT
European Deterrence Initiative (EDI): Oceanographic and Acoustic Support for the Theater Anti-Submarine
Warfare (ASW) Scientific, Technical, and Logistic Support Services
1.0 BACKGROUND
The Naval Oceanographic Office (NAVOCEANO) is supporting oceanographic missions for environmental data collections from unmanned systems and shipboard surveys in support of European Deterrence Initiative (EDI). The Acoustic Department (Code NP5) conducts project management over the following Oceanographic and Atmospheric Master Library (OAML) databases and model: Low Frequency Bottom Loss (LFBL) database, High Frequency Bottom Loss (HFBL) database, Ambient Noise Database (ANDB), Shipping and Fishing Estimate (SAFE) database, and Dynamic Ambient Noise Model (DANM) as well as relational databases. The objective is to provide scientific and technical services to support increased data collection from deployed sensing system platforms and survey ships.
This includes data analytical services of acoustic datasets, electronics technical support of Slocum autonomous underwater vehicle (AUV) glider maintenance and profiling floats, and logistics support for unmanned systems at Stennis Space Center, MS.
2.0 SCOPE
The contractor shall support data gathering, data processing and interpretation, data analysis, acoustic modeling, and upgrading acoustic bottom loss databases and noise databases to meet mission requirements.
The contractor shall support the operations and maintenance of gliders; and shall support the logistics and shipping preparation of such gliders and profiling floats at the Naval Oceanographic Office, Stennis Space Center, MS. The contractor shall provide logistics support for receiving, storing, and transporting profiling floats and gliders to vessels and/or aircraft of opportunity. Location of logistics support are within the continental United States at the Naval Oceanographic Office, Stennis Space Center, MS, and surrounding area, as outlined in Section 5.0, below.
3.0 ACOUSTIC DATABASES SUPPORT SERVICES
The contractor shall support upgrading the bottom loss databases (LFBL and HFBL), noise databases (ANDB and SAFE), and databases in mission critical areas. Upgrading the bottom loss databases is a multiple step process. LFBL consists of two databases: a geophysical database that describes the travel time to acoustic basement, and a province geoacoustic database that describes the geoacoustic properties, sound speed, density, and attenuation, of the provinces.
Upgrading LFBL typically involves both databases, starting with geophysical database when determined its accuracy is insufficient. Upgrading LFBL and HFBL both involved acoustic modeling, and the comparison of measured and modeled data to determine which bottom loss description minimizes the differences between modeled and measured data. Unmanned systems (e.g. profiling floats, gliders) data will be processed in support of HFBL database upgrading.
The Ambient noise upgrades will contribute to the ANDB, SAFE databases, and DANM through software development, data processing, and model calculations.
Bottom Loss The contractor shall:
3.1 Geophysical Data Gathering Task: Gather (from NAVOCEANO holdings, literature, existing databases, laboratories, academia, etc.) sub-bottom geological data, including seismic and sub-bottom profiler data, sediment thickness data, and sediment thickness databases, that could be used to upgrade LFBL’s gridded geophysical database of two-way travel time (TWTT) to acoustic basement.
3.2 Acoustics Data Gathering Task: Gather acoustic data, including transmission loss (TL) measurements and geo-acoustic models used to upgrade HFBL and/or LFBL. Sources may include NAVOCEANO data holdings from shipboard and glider surveys, literature, existing databases, laboratories, academia, etc.
3.3 HFBL Task 1: Based on available data, generate an upgrade to HFBL database.
3.3.1 For data collected from glider deployments, process the data in order to achieve loss-versus-angle curves, and identify the closest corresponding HFBL curve.
3.3.2 For TL data collected by other means:
3.3.2.1 Forward model TL with OAML approved Navy standard Comprehensive Acoustic System Simulation
(CASS) model with Gaussian Ray Bundle (GRAB) using best available environmental information.
3.3.2.2 Compare measured and modeled TLs if measured TL is data source, or modeled TLs if geoacoustic model is data source, to determine which HFBL curve provides the best comparison and minimal difference.
3.3.3 From all collected data, determine HFBL provinces. Compute metrics and/or estimate confidence.
3.3.4 Generate database upgrade.
3.3.5 Upgrade database documentation.
3.4 HFBL Task 2: Recommend sites for acoustic surveys and/or glider deployments to improve HFBL database accuracy. Assign collection priorities to sites.
3.5 LFBL Task 1: For available geologic information, process and interpret sub-bottom data to determine sediment layer thickness in two-way travel time (TWTT) to acoustic basement. Grid sub-bottom thickness.
Generate an upgrade to LFBL’s gridded geophysical database of sediment thickness.
3.6 LFBL Task 2: Based on available data, generate an upgrade to LFBL database.
3.6.1 Perform geoacoustic inversion via forward modeling TL utilizing OAML approved Navy standard Parabolic Equation (PE) model and best available environmental information. Determine best geoacoustic parameters by comparing measured and modeled TLs if measured TL is data source, or modeled TLs if geoacoustic model is data source, to identify set of geoacoustic parameters that minimize difference.
3.6.2 Determine LFBL provinces.
3.6.3 Compute metrics and/or estimate confidence.
3.6.4 Generate database upgrade.
3.6.5 Upgrade database documentation.
3.7 LFBL Task 3: Recommend sites for acoustic surveys to improve accuracy of the LFBL database. Assign collection priorities to sites.
Ambient Noise The contractor shall:
3.8 Access and process available ambient noise data and process for inclusion in the ANDB. Data may include
Environmental Acoustic Recording Sensors (EARS), towed and fixed array systems, gliders, and other non- Navy open-source data (e.g. Comprehensive Test Ban Treaty Org., university collections, etc.).
3.9 Compute noise statistics for measured data. Noise statistics may include directional or beam data, horizontal and vertical, and include mean, standard deviation, minima and maxima, and others.
3.10 Design and perform large-scale acoustic modeling calculations. May require use of Staple Toolkit (STK) in the Reach Back Cell (RBC). Compute noise statistics for modeled results.
3.11 Provide modeled TL, and measured and modeled noise statistics in format suitable ready inclusion in ANDB.
3.12 Design and implement processing for glider-collected ambient noise data to generate beam and directional statistics for inclusion in ANDB and to return to Fleet for current operations.
3.13 Process shipping density data for upgrades to the SAFE database.
3.14 Upgrade SAFE and ANDB databases.
3.15 Upgrade SAFE and ANDB HDF5 and C build (database populating) and extraction software and upgrade
DANM for mission support.
3.16 Upgrade SAFE, ANDB, and DANM documentation.
3.17 Modify existing SAFE software to generate build and extraction software for wind climatology database.
3.18 Document procedures and results for future reference or inclusion in OAML submission documents.
3.19 Compile and/or generate minor components that support these efforts, e.g. spatial and spectral information about biologic noise, seismic noise, ice noise, etc.).
3.20 Implement Information Assurance/Security-mandated and Department of Defense (DoD), Navy cybersecurity and Defense Information Systems Agency (DISA) - Security Technical Implementation Guides (STIG) compliance requirements, as defined in DOD Instruction 8500.01, OPNAV Instruction 5239 Instruction 5239.1D, and applicable Security Technical Implementation Guides (STIGs).
