Question Answer
1. PWS,
General
Pricing for the ELINs under CLINs 4 and 5 are listed as “per job”, but it is not clear exactly what one job
is. Please clarify how many floats are included in each job.
One job includes all the logistic support of CLIN 4 – Receiving and Pre-shipping Support, Parachute Rigging Services, and Transportation Support Services. One Job of CLIN 5 includes Iridium Activation and Profiling Float Systems Check Support.
2. PWS,
Section 4.0
Since the glider maintenance is expected to support three glider missions per year, does this imply that work is only required three times during the year or is a full time presence required throughout the year?
Yes, glider work will be intermittent. The work will be based on the timing for when the gliders are shipped out, received, and serviced.
3. General Each of the first three CLINs are priced per month. Does government intend to purchase a full year’s services for these or order by months for a shorter period of time?
The Government will place orders as needed as funds become available within each ordering period.
Note: Each ordering period is 12-months and the Government anticipates a 12-month task order per ordering period, but no less than two 6-month task orders.
4. Solicitation Since the deadline has been extended, will the deadline for questions also be extended?
No, the deadline for questions will NOT be extended.
Questions will be accepted up until 1330 Central Time on 02 November 2021. All questions and answers will be published via an amendment to the RFQ.
5. PWS,
General
Do the floats require any ballasting?
The profiling floats typically do not require any ballasting at NAVOCEANO after they are received from the manufacturer. The floats are always pre-ballasted by the float manufacturer at the float manufacturer's facilities, prior to manufacturer delivering profiling floats to NAVOCEANO.
6. PWS,
Will the contractor performing each task [-] replace or supplement government employees or contractors? If replacing, how many are currently performing the tasks?
This requirement is specific to the EDI mission and it has been determined that the required services are NOT inherently governmental functions. Therefore, the incumbent contractor will not replace Government employees. Further, there are no personnel performing the tasks associated with the PWS within this solicitation.
7. PWS,
Section 4.0 Acoustic Electronics & Glider Support Services states “The anticipated full operational spectrum of glider systems is to maintain up to 30 gliders” and “The anticipated full operational spectrum of glider systems is to maintain up to 10 gliders.” Please clarify whether 10 or 30.
The anticipated FULL operational spectrum of glider systems is to maintain up to 30 gliders, which includes up to three (3) survey missions with 10 gliders per survey mission for a total of up to 30.
8. PWS,
How many gliders are in the current inventory?
Four (4) gliders are in current inventory with four (4) more gliders on order.
9. PWS,
Section 4.0 Acoustic Electronics & Glider Support Services states “Up to three (3) survey missions to deploy and recover these gliders will occur each year.” Please clarify how many gliders will be deployed and recovered by the government during each of three survey missions.
The goal is for (four) 4 gliders to be deployed and recovered during each mission. However, logistics and current inventory levels may limit this amount for each mission.
10. PWS,
Section 6.0
Section 6.0 Oceanography Electronics Support Services for Profiling Floats states “appropriate software and system requirements to complete each task.”[Section 6.0] Please specify the software and system requirements to “perform profiling float system checks.” [Section 6.2]
System requirement are two (2) laptop computers with RS-232 and USB cables and connectors for field usage. Software requirements include the following to be loaded on each of the two laptops: (a) Python (b) both of the following terminal emulators: PuTTy and Teraterm, and (c) an office productivity suite containing, at minimum, the following: word processor, spreadsheet and e-mail client (common example and compatible with that in use by NAVOCEANO would be Microsoft Office suite with at minimum MSWord, MSExcel and MSOutlook).
11. Price Schedule
Is the job the tasking per float? No, the job is not a tasking per float but is rather the tasking described in relevant PWS section as per each range/estimated quantity. For example: in Row Four of ELIN Table, A "job" could range anywhere from 1 float to 20 floats (see spreadsheet cell B4) although the typical quantity associated with this job is 20 profiling floats (cell D4).
12. Price Schedule
The range for most tasks is up to 75 but Iridium Activation is up to 1000. Is this correct?
Yes, this is a correct statement.
13. Price Schedule
The transportation support is per truckload. Please confirm that a truckload could be 1-100 floats, as an example.
A truckload of floats could be anywhere within the range of 1 float to 100 floats. However, at the current time, most truckloads consist of from about 20 floats up to 40 floats.
